Consultancy To Develop Napad Stewardship, Crowd Fundraising, And Gift Policy At Nomadic Assistance for Peace and Development

Introduction:

Nomadic Assistance for Peace and Development (NAPAD) is a non-profit organization that provides humanitarian assistance and fosters sustainable development in Kenya, Somalia, Ethiopia, and other vulnerable regions. NAPAD’s vision is “Justice, peace and prosperity in the Horn of Africa.” Our Mission is “to promote sustainable peace and human development amongst vulnerable communities in the Horn of Africa through the advancement of social justice, economic resilience, and climate change adaptation.”

NAPAD focuses on the following programmatic areas, namely:

  1. Food Security and Livelihoods Development
  2. Water, Sanitation, and Hygiene (WASH)
  3. Education
  4. Protection
  5. Peace Building and Good Governance
  6. Humanitarian Aid.

Objectives:

The International Medical Corps (IMC) and the International Council of Voluntary Agencies (ICVA) support NAPAD in strengthening its capacity to respond to climate-induced emergencies. Towards this end, NAPAD has received a micro-grant to finance the development of an organizational policy that will enhance its stewardship practices, implement effective crowd fundraising campaigns, and develop clear guidelines for gift acceptance. In pursuit of these goals, NAPAD seeks a qualified consultant to develop a comprehensive Stewardship, Crowd Fundraising, and Gift Policy.

The primary objectives of this consultancy are as follows:

  1. Develop a Stewardship, Crowd Fundraising, and Gift Policy that aligns with NAPAD’s Mission, values, and strategic objectives.
  2. Provide clear guidelines and procedures for engaging donors, implementing crowd fundraising campaigns, and accepting gifts in compliance with relevant laws and regulations.
  3. Strengthen NAPAD’s capacity to effectively steward donors, engage supporters, and leverage philanthropic contributions.

Scope of Work:

The consultant will be responsible for the following tasks:

  1. Conduct a thorough assessment of NAPAD’s existing stewardship practices, crowd fundraising initiatives, and gift acceptance procedures.
  2. Review relevant policies, guidelines, and regulations related to stewardship, crowd fundraising, and gift acceptance in the non-profit sector.
  3. Consult with key stakeholders, including NAPAD staff, donors, beneficiaries, and partners, to gather input and insights on stewardship needs, fundraising priorities, and best practices.
  4. Develop a draft Stewardship, Crowd Fundraising, and Gift Policy document based on the findings of the assessment and stakeholder consultations.
  5. Present the draft policy to NAPAD management for review and feedback.
  6. Incorporate feedback and finalize the policy document.
  7. Develop accompanying guidelines, templates, and tools to support policy implementation.
  8. Provide training and capacity-building support to NAPAD staff on implementing the policy and related practices.

Deliverable:

The consultant will deliver the following:

  1. An inception report outlining the proposed approach, methodology, and timeline for the consultancy.
  2. Draft Stewardship, Crowd Fundraising, and Gift Policy document.
  3. Presentation slides summarizing the key elements of the policy.
  4. Final Stewardship, Crowd Fundraising, and Gift Policy document.
  5. Guidelines, templates, and tools to support policy implementation.
  6. Training materials and sessions for NAPAD staff.

Timeline:

The consultancy is expected to be completed within seven days, starting from the date of contract signing.

Qualifications:

The consultant should possess the following qualifications and expertise:

  1. Demonstrated experience in developing policies and practices related to stewardship, crowd fundraising, and gift acceptance, preferably in the non-profit sector.
  2. Hold an advanced degree in international development, business administration, or related programmes, and have a Certified Fund Raising Executive (CFRE) certification.
  3. Knowledge of best practices and trends in donor engagement, crowd fundraising strategies, and gift acceptance policies.
  4. Intense research, analytical, and writing skills.
  5. Experience in conducting stakeholder consultations and facilitating participatory processes.
  6. Excellent communication, presentation, and training facilitation skills.

Proposal Submission:

Interested consultants or consultancy firms should submit a detailed proposal outlining their approach, methodology, relevant experience, and a proposed budget.

Evaluation Criteria:

Late applications will be disqualified. Only shortlisted applicants will be informed and evaluated against their experience (20%), technical proposal (50%), and financial proposal (30%).

Terms of Payment:

  1. 50% upon submission of the draft Policy
  2. 50% upon submission and acceptance of the final policy.

Contractual Arrangements:

The selected consultant or consultancy firm will enter into a contract with NAPAD outlining the terms and conditions of the consultancy, including deliverables, timelines, and payment arrangements. The consultant or consultancy will report to the Director of Fundraising.

Deadline for proposal submission:

The assignment is anticipated to span 7 working days, distributed across 20 days.
