NRC is seeking a consultant to undertake primary and secondary research to identify gaps that need to be filled to progress towards self-reliance and durable solutions in the Republic of Moldova, considering the availability and capacity of services and the existing stakeholder landscape, regulatory frameworks, and local perceptions. This will be accompanied by the facilitation and design of an evidence-based self-reliance and durable solutions logic model, to demonstrate NRC Moldova’s contributions towards self-reliance and durable solutions outcomes, accompanied with practical self-reliance outcome measurement approaches linked to each respective Core Competencies self-reliance result(s). The geographic focus of the consultancy will be in Chisinau and Southern rayons of Moldova. The consultancy is expected to implement the following:
- Desk research identifying gaps that need to be filled to progress toward self-reliance and durable solutions for people displaced from Ukraine in Moldova.
- FGDs and KIIs to capture local perceptions of self-reliance and durable solutions and understand existing capacities – including with displacement-affected groups, local civil society and local authorities.
- Facilitation of an in-person workshop in Chisinau, Moldova (including NRC programme staff and partners working with NRC Moldova) to inform the development of a self-reliance logic model.
- Development of a self-reliance logic model and validation presentation to relevant NRC staff.
- Development of a tool to inform outcome monitoring of self-reliance results as indicated in the respective Core Competency Theory of Change, which is attentive to the requirements of NRC’s global MEL approaches.
- Briefing document contextualizing the current status of self-reliance and durable solutions for people displaced from Ukraine within the Republic of Moldova, with potential areas of focus for future self-reliance programming for NRC and local partners.
EXPECTED RESULTS
OBJECTIVE
The objective of this consultancy is to (i) identify gaps that need to be filled in order to progress towards self-reliance and durable solutions for people displaced from Ukraine in the Republic of Moldova, taking into account the availability and capacity of services and the existing stakeholder landscape, regulatory frameworks, and local perceptions, (ii) to design an evidence-based self-reliance logic model to demonstrate NRC Moldova’s contributions towards self-reliance and durable solutions outcomes, accompanied with a practical outcome monitoring tool linked to each respective Core Competencies self-reliance result; and (iii) to offer insights into future programming within NRC’s mandate to contribute to self-reliance and durable solutions for actors operating in Moldova.
DELIVERABLES
The consultancy is expected to last 34 working days preferably starting from February and ending by the latest in April 2025. Adaptation of the timeline in accordance with consultant availability can be considered where feasible and without compromising the quality of work.

The consultant will be expected to submit the following deliverables within the agreed upon time limit and budget:
- Inception report (Word version) clearly outlines the methodology and includes how the tools will be used, sampling methods for FGDs and KIIs, workshop facilitation approach and agenda etc. The inception report should also include a summary of findings (and information gaps) from the secondary data review. The proposed data collection tools will be discussed and approved by NRC before data collection commences. The inception report will serve as an agreement between parties on how the consultancy will be conducted.
- Electronic copy of all primary data collected, and tools used, including, where relevant, bibliography of consulted secondary sources, finalized data collection tools, list of interviewees with accompanying informed consent forms.
- Facilitation of two-day workshop to guide and inform the development of the Self-Reliance and Durable Solutions Logic Model.
- Draft Self-Reliance and Durable Solutions Logic Model. To be reviewed by NRC (with a minimum of two rounds of review). The Logic Model should be an outcome of the workshop and preliminary primary and secondary research, and should include considerations such as an overarching goal, assumptions, outcomes, key domains of change, standard outcome indicators, outcomes from Core Competencies, linkages with government action plans, and cross-cutting considerations.
- Draft Self-Reliance Outcome Monitoring tool, in a format agreed as part of the inception report (either as a standalone tool or a set of associated questions to add to existing outcome monitoring tools). To be reviewed by NRC (with a minimum of two rounds of review).
- A final Logic Model (one electronic copy in PDF Format and DOC format) incorporating NRC feedback from the draft report.
- A final Outcome Monitoring tool (one electronic copy in PDF Format DOC/EXC format) incorporating NRC feedback from the draft tool.
- A briefing product (minimum 10 and maximum 20 pages, one electronic copy in Word) summarizing the self-reliance and durable solutions context for people displaced from Ukraine within Moldova, gaps that need to be filled in order to progress towards self-reliance and durable solutions, and detailed recommendations on how the NRC programme in Moldova could effectively adapt or scale up support self-reliance efforts, with consideration of the partnership approach.
- A final presentation of the Self-Reliance and Durable Solutions Logic Model and recommendations to NRC, its partners and relevant stakeholders in Moldova.
The products should be considered with an age, gender, and disability lens, in line with NRC’s commitment to Safe and Inclusive Programming. All deliverables should factor in NRC’s operational model in Moldova, which prioritizes working alongside local actors.
METHODOLGY
To ensure a streamlined approach, NRC requires the consultancy methodology to be developed by the Consultant and presented in the inception report, including a workshop facilitation approach and KII and FGD numbers and questionnaires. The inception report should outline how the Consultant intends to ensure a deep understanding of the objective of the assessment, including:
- Literature review. The Consultant will review existing data and reports that identify current understandings of barriers to self-reliance and durable solutions in the context of people displaced from Ukraine in Moldova.
- KII and FGD questionnaires: The Consultant will design a questionnaire to collect primary data on stakeholder and project participants’ perceptions of self-reliance and durable solutions, and how they perceive the barriers to achieving these are. The questionnaires should be tailored to consult with governmental staff, displaced people, host community members, and staff of international and national NGOs (including NRC partners), NRC technical staff, and the UN. Data collection coordination will be the responsibility of the Consultant; however, NRC is available to support with identifying potential contacts for the FGDs and KIIs, and logistical arrangements. Data collection tools should be submitted alongside the inception report for technical review by NRC.
The Consultant will capitalize on their experience and make necessary suggestions and inclusion of additional data collection methods to add value to this assessment. The consultant will be expected to travel to relevant assessment locations for data collection purposes, where relevant. NRC can coordinate internal travel in country linked with data collection, outside of Chisinau.
FOR CONSIDERATION
- Data protection and confidentiality: NRC complies with The General Data Protection Regulation (GDPR), and this will be adhered to during the consultancy. Every participant in this consultancy will provide informed consent before engagement. Participation is voluntary, and all respondents will be anonymised. For information recorded in hard copy, necessary steps will be taken to anonymise respondents and responses. Names and any personal data that may compromise the protection of participants will not be documented.
- Quality control and data management: The consultant will be responsible for ensuring that the data collection tools are pretested and adjusted accordingly. Necessary steps should be taken to ensure, to the best extent possible, the participation of all segments of the population through cultural sensitivity and alignment to participant’s cultural practices. The technical proposal should outline how additional data quality control will be implemented and how data will be processed.
PAYMENT
All payments will be done through Bank Transfers according to the agreed time frame/arrangement.
SKILLS AND QUALIFICATIONS
- Proven experience working in the humanitarian sector and conducting assessments and/or evaluation.
- Proven experience in delivering research or consultancies that focus on self-reliance and durable solutions.
- Past research experience in the region and/or on the Ukraine response is a significant asset.
- Proven experience in Monitoring, Evaluation, and Learning approaches to self-reliance and durable solutions–familiarity with NRC Monitoring, Evaluation and Learning and Outcome Monitoring approaches and frameworks are an asset.
- Excellent research skills, including quantitative and qualitative research methods at the field level, and understanding of ethical research principles.
- Strong command of spoken and written English. Knowledge of Romanian and/or Russian is an advantage.
- Adequate knowledge of the humanitarian, political and socio-economic situation in Moldova.
APPLICATION PROCESS AND REQUIREMENTS
Bids must include the following:
- Detailed CV of lead consultant / consultant team
- Cover Letter detailing the lead Consultant’s qualifications and experience in undertaking similar assignments.
- At least three copies of previous publications, writing samples.
- Technical and financial proposal of five pages maximum. The proposal should include:
- Proposed budget (in USD), covering all consultancy fees, including international and local travel (excluding travel linked with data collection outside of Chisinau), accommodation, visa, insurance, taxes, etc.
- Proposed workplan.
- Methodology (sampling design and strategy, data collection methods, Data Processing & Analysis, Data quality control measures).
Please note that for international payments, an income tax of 12% shall be deductible from all payments as per the corresponding laws and legal provisions. However, for the avoidance of the double taxation, provided the country of residence of the Consultant has a signed Agreement for the avoidance of double taxation, as well as provided the Consultant submits the Tax Residence certificate (in case the Contract is signed with an individual) or Company Registration Certificate (in case the Contract is signed with the Company), the tax will not be deducted in Moldova, but shall paid by the Consultant in its Country of residence.
For local payments, the applicable legislation of the Republic of Moldova for taxation will be applied. The proposed budget shall include all payable taxes.
