Consultancy to Organize Training on a Learning Mobile Application for Migrant Workers

Plan International Thailand is implementing a four-year project, Fostering Accountability in Recruitment for Fishery Workers (FAIR Fish), to reduce forced labor and human trafficking (FL/HT) in the recruitment of migrant workers in the seafood processing sector in Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL).

  1. Project Background

One of the FAIR Fish project’s efforts is to increase understanding on forced labor and human trafficking among migrant workers. We developed a training on safe migration via the application named “Quizrr” (see links below). The training content is aimed at raising awareness about how and why migration can be undertaken more safely, through understanding topics such as carefully checking job information details when applying for work in Thailand, knowing the risks of labor exploitation (e.g., forced labor and human trafficking), and knowing how to seek help when workers are in danger.

There are four modules in the training application. They are presented through animations, infographics and quiz, with voiceover in Thai, Burmese and Khmer, making the content easy to follow and understand for users.

The project plans to distribute the application among communities of Myanmar and Cambodian migrant workers, both in Thailand and in their home countries.

  1. Objectives

The project is looking for consultants in Thailand, Myanmar or Cambodia to organize training sessions for migrant workers, centered around the FAIR Fish training application (e.g., inviting participants to play our application together as the learning tool) and potentially including other supports or activities related to improving worker knowledge, well-being and capacity.

The consultant is expected to reach one or more groups of workers below:

    • Myanmar workers in Thailand, working in the seafood processing industry – Cambodian workers in Thailand, working in the seafood processing industry – Myanmar jobseekers in Myanmar, preparing to work in Thailand – Cambodian jobseekers in Cambodia, preparing to work in Thailand

The consultant is encouraged to reach at least 200 workers in any group above, with the possibility to reach more encouraged.

  1. Tasks
    1. Invite Myanmar or Cambodian workers to join one-hour training. Depending on consultant’s availability, the number of participants can be around 200 workers or more. The training can be organized for migrant workers working in the seafood processing industry in Thailand or jobseekers in their source countries, Myanmar or Cambodia, who are preparing to migrate to work in Thailand.
    2. Organize training sessions with workers (such as 10-20 workers per one session). The training sessions can be spread in different locations and dates but are expected to be completed within September 2022. The training can be a part of other activities or events.
    3. Consultants are encouraged to submit a coherent plan for how they would ensure workers are connected to the Safe Migration app and/or other resources in an effective, informative and interactive manner.

Note:

      • Workers should have their own smartphones to download application and enroll in the training, if not, they may join others who have smartphones. – Training staffs should guide workers on how to download the app and undergo the training in this app. – There will be 4 modules in the training app. Workers will watch animation video clips and infographics, and then answer the quizzes (Burmese and Cambodian voiceover available). – Participants are expected to go through all 4 modules in their own smartphones (around 1 hour). They can discuss with friends while doing training.

  1. Deliverables

After all training sessions are completed, the consultant is expected to send a short training report in English that includes:

    • Information on when and where the trainings are organized – Participant lists of all training sessions – Photos of activities – Feedback from workers (if any)

The report template will be provided by Plan International.

  1. Timeline

2 All training sessions are organized. Short report (2-3 pages including participant lists and/or other monitoring data) is submitted./ Note: FAIR Fish project staffs will travel to observe some training sessions./ The short report will be submitted by 2 October 2022.

  1. Qualification and Experience
    • Be working with, and have good and broad connections within one or more of worker groups below:
      • Myanmar workers in Thailand, working in the seafood processing industry
      • Cambodian workers in Thailand, working in the seafood processing industry
      • Myanmar jobseekers in Myanmar, preparing to work in Thailand
      • Cambodian jobseekers in Cambodia, preparing to work in Thailand
    • Be able to demonstrate reliable approach to reach target group of workers and organize training.
    • Experience and expertise in human rights work with Myanmar or Cambodian migrant workers community.
    • Experience in organizing trainings or other learning activities with migrant workers.
    • Applicants can be Migrants Community-Based Organizations (CBOs), recruiters or individuals with the team.
  2. Payment

Fees will be paid upon the satisfactory completion of the tasks and deliverables as previously specified. The payment will be paid according to agreed cost per deliverable. The fees are subject to withholding taxes, according to Thai laws.
