1. Background

Over the past decades, numerous initiatives have emerged to address impunity and seek justice for serious human rights violations and international crimes. Despite some progress, challenges persist, among them fragmented approaches from accountability-seeking entities, insufficient involvement of victims and survivors in justice processes, the proliferation of disinformation undermining the voices of those fighting against impunity, and the erosion of justice systems.These challenges underscore the need for a more cohesive and inclusive approach to justice and accountability. As a response to these concerns and in light of the spread of serious human rights
violations and abuses, the decision was taken by the European Union to support civil society efforts in the fight against impunity. This led to the launch, in December 2023, of the “Global Initiative Against Impunity for International Crimes and Serious Human Rights Violations : Making Justice Work”.

The Global Initiative Against Impunity (GIAI) is a civil society-led programme co-funded by the European Union. Its goal is to promote inclusive, integrated, comprehensive justice and accountability for serious human rights violations worldwide. This action is implemented until November 2027 by a Consortium1 of eight organisations, the Secretariat of the Coalition for the International Criminal Court (CICC) and two associate partners. The two specific objectives of the Global Initiative Against Impunity are :

• Increased agency and participation of right-holders (victims, survivors, civil society
  organisations) in formal and informal justice processes
• Enhanced effectiveness of the accountability frameworks and systems to fight impunity and ensure victim-centered, trauma-informed and gender-transformative justice

By leveraging the broad networks and complementary expertise of its member organisations, the Consortium seeks to address impunity comprehensively, laying the groundwork for more effective, victim-centered and holistic accountability measures globally.

2. Purpose of the consultancy

The overall purpose of this assignment is to support the Consortium Secretariat in the development and facilitation of a two-day strategic reflection workshop expected to take place the 25th and 26th of September in The Hague, Netherlands.

The inception phase of the GIAI was completed in May 2024 and focused on the establishment of the governance structure of the Consortium, the selection of 27 priority countries for 2024, the creation of the visual identity of the initiative, the development of the M&E plan and the design of surveys to develop gender-transformative and trauma-informed approaches for the programme.

Workshop objective :

As agreed with the Steering Committee, a strategic reflection workshop will take place every year to review the functioning of the Consortium and discuss thematic areas of interest to enhance the programme’s relevance, effectiveness and impact. The main objective of this first strategic reflection workshop is to identify strategic opportunities and avenues to enhance the innovative, integrated and added value of this Consortium-led international accountability programme. The value of a Consortium approach is more than the sum of its parts. Therefore, it is important to review the programme’s strategy, approach and activities and identify avenues to maximize and integrate the complementary expertise, roles and networks of the Consortium
members towards building a joint, integrated and innovative implementation strategy.

Workshop participants :
Representatives from the Consortium member organisations, the Secretariat of the CICC and associate partners will attend the workshop, in addition to the Secretariat of the Consortium. It will be a group of around 25 participants with different profiles, including INGO directors, Senior Legal Advisers, programme directors, project managers and advocacy specialists. They are based in different countries and the workshop will be facilitated in English. A hybrid format might be necessary as a small number of participants will attend online, but most of them will attend in person.

3. Scope of work and deliverables

The consultant will work in close collaboration with the GIAI Programme Coordinator and FIDH representative of the Consortium Steering Committee. The workshop will be co-facilitated by the Programme Coordinator and any other Consortium member if deemed necessary. The consultant will bring to the workshop’s preparation team a sound expertise on consortium management, strategic planning, and creative and interactive facilitation techniques.

Specifically, the consultant will undertake the following tasks :

• Design the overall workshop structure and content ;
• Ensure sessions’ content and format is well matched to the expectations of the Steering Committee. This can be achieved through a brief pre-workshop survey if deemed relevant ;
• Closely liaise with and provide regular updates to the Programme Coordinator to ensure effective preparation and delivery of the workshop ;
• Facilitate the two-day workshop in collaboration with the Programme Coordinator and
  any additional member of the Consortium as deemed useful
• Produce a short workshop report highlighting the main outcomes of the discussions,
  recommendations and follow-up actions

All logistics and administrative matters related to the preparation of the workshop will be taken care of by the Consortium’s Secretariat, including the consultant’s transportation and accommodation. The workshop evaluation will be led by the Consortium Secretariat MEAL Officer.

4. Required Qualifications, Experience and Competencies

Qualifications and Experience :

• A Master’s Degree in the Social Sciences, Communications, Development or Human
  Rights Studies
• Proven experience in providing technical guidance to development, humanitarian or
  human rights NGOs networks/consortia
• Expertise in facilitating strategic workshops using participatory methods
• Technical expertise in the field of international criminal law and/or transitional justice
• Excellent writing, reporting and presentation skills
• Fluency in spoken and written English is essential.

Work Based Skills and Competencies :

• Sound knowledge of NGOs networks/consortia management
• In-depth knowledge and experience in the facilitation of strategic planning/reflection
• Ability to synthesize and analyze strategic discussions’ outcomes
• A good track record of giving high level professional advice on complex and/or sensitive issues at a senior level and ability to communicate effectively through clear and
  persuasive oral, written and personal presentations to a range of different audiences
• Ability to travel to the Netherlands to deliver the workshop in person. For this reason,
  preference will be given to consultants based in Europe.

Other information :

• The Consultant will be expected to comply with FIDH regulations and safeguarding
• Consultants must be legally registered to be employed on a freelance contract in their
  country of residence.
• Payments will be made upon submission of an invoice (including bank details).
