Title: Consultant for Accountability for Affected Populations (AAP) Framework & Safeguarding Framework Development

Overall scope:

EngenderHealth seeks a consultant to support development of an organizational Accountability for Affected Populations (AAP) Framework and to review and update EngenderHealth’s Safeguarding Policy (including child safeguarding policy, vulnerable adult safeguarding policy, protection from sexual exploitation and abuse [PSEA], and anti-harassment policy). The current Safeguarding Policy was developed in early 2019. These two documents, the AAP Framework and Safeguarding Policy, are critical internal organizational documents that outline EngenderHealth’s deep commitment to upholding the security and wellbeing of its staff, associates, and communities, and individuals with which it works around the world.

The AAP Framework should outline EngenderHealth’s approach to the collection and use of beneficiary feedback during program design and implementation, and explain how beneficiary feedback will be used to change programming decisions where appropriate. The consultant must ensure the AAP Framework adheres to the Inter-Agency Standing Committee (IASC) commitments to AAP leadership and governance; transparency, feedback, and complaints; participation and design; and monitoring and evaluation (with a specific focus on humanitarian settings).

The consultant will work collaboratively with an inter-departmental team of EngenderHealth staff during the assignment.

Responsibilities:

Description of work:

· Review EngenderHealth’s Safeguarding Policy, which was last updated January 2019, and make recommendations for any needed revisions

· Review EngenderHealth’s Duty of Care Framework and other relevant internal documents to inform content of the AAP Framework

· Develop an outline for and first draft of the AAP Framework

· Revise AAP Framework based on feedback from EngenderHealth staff

Specific deliverables include:

· Revised EngenderHealth Safeguarding Policy, based on agreed-upon recommendations by the EngenderHealth team

· Proposed outline for AAP Framework

· EngenderHealth’s finalized AAP Framework document (incorporating all feedback from EngenderHealth team)

Candidate requirements:

· Demonstrated experience developing and/or operationalizing an AAP Framework

· Demonstrated experience developing and/or reviewing safeguarding, PSEA, and/or duty of care policies and frameworks

· Familiarity with the US Department of State Bureau of Population, Refugees, and Migration AAP Framework requirements

· Familiarity with the IASC AAP commitments, HAP standard, Sphere Core Standards, People in Aid Code, and Global Humanitarian Platform’s Principles of Partnership [https://www.icvanetwork.org/global-humanitarian-platform-ghp-overview]

· Demonstrated experience working with sexual and reproductive health and rights-focused organizations

· Availability to conduct assignment between November 2021 and mid-January 2022
