Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

This Consultancy will support the Global Programme on Making Migration Work for Development (Phase III) funded by the Swiss Agency for Development and Cooperation and jointly implemented by IOM and UNDP. The programme has a global focus with direct country level implementation in Ecuador, Morocco, Nepal, Serbia, Senegal and Tunisia and association with Bangladesh, Jamaica, Kyrgyzstan, Moldova and the Philippines.

The Programme aims to further solidify results and achievements reached to date and help translate policy-oriented and process driven actions into concrete results on the ground. Specifically, migrants and communities will be able to exert positive development impact from migration through more coherent and results oriented policies and implementation mechanisms and stronger involvement of local authorities, private sector and diaspora and global advocacy. The results and lessons learnt from this phase will continue to be fed into relevant global dialogues and the UN Network for Migration for enhanced global understanding of how to effectively ensure policy coherence in migration governance for development.

The main purpose of this consultancy is to assess the current state of play in the selected areas of policy coherence in migration and development in the countries of the Global Programme on Making Migration Work for Sustainable Development.

Under the overall supervision of the Head of the Migration and Sustainable Development Unit (M&SD) and direct supervision of the Programme Officer of the M&SD Unit, the successful candidate will be responsible for conducting a comprehensive analysis of existing coordination mechanisms on migration and sustainable development in the Global Programme countries. This assessment will contribute to the data collection for the indicators of the global level outcomes of the Global Results Matrix and determining the progress on the indicators by the end of the programme implementation. In addition, the assessment will contribute to better understanding of the main barriers and challenges for implementation of the national policies and plans developed in the previous phases of the Programme to inform the development of the sustainability and handover strategy for the Global Programme.

Core Functions / Responsibilities:

  1. Conducting desk review of existing materials, knowledge products and reports on measuring policy coherence in migration and sustainable development, including the Report on the State of Play on Mainstreaming Migration into Policy Planning (IOM-UNDP), Measuring Policy Coherence for Migration and Development (KNOMAD), Migration Governance Indicators (IOM).
  2. Development of the detailed methodology of the study, incl. criteria for selecting the countries for in depth assessment, research methods and tools, templates, sampling.
  3. Conducting survey of the Focal Points from the Programme Countries (based on the template/matrix provided).
  4. Conducting in depth desk review and analysis of country capacity development and policy coherence action plans and reports on integrating migration into sustainable development actions, programmes and plans.
  5. Conducting bilateral interviews or small focus group discussions with the Focal Points from the Programme Countries, Programme Management Unit, representatives of the government, policy practitioners and selected experts.
  6. Analyzing the results of the assessment of coordination mechanisms, incl. gap and barriers analysis for each country to understand the challenges and opportunities to improve the sustainability of both the capacity development and policy coherence efforts (building on IOM’s CD4MM methodology for capacity development).
  7. Developing draft report on the assessment of coordination mechanisms and progress made by the countries on integrating migration into their national and local policy planning.
  8. Presenting the results of the assessment during the final validation workshop with the PMU, Focal Points, key thematic specialists and experts from IOM, UNDP and SDC.
  9. Based on the results of the presentation, finalizing the assessment report.

Tangible and Measurable Outputs of the Work Assignment:

  1. Detailed methodology of the assessment which includes the overview of the approach, research methods and tools, criteria for selecting the countries for in depth assessment, proposed sampling, questionnaires, and interview guides to be used, templates, etc.
  2. Global baseline in the form of an updated global results monitoring framework (in collaboration with M&E Officer).
  3. Report for each country that outlines their state of play for existing coordination mechanisms on migration and sustainable development and recommendations for moving forward with further policy support and capacity development.
  4. Report on the results of the gaps and barriers analysis in each country to understand what may limit the sustainability of both the capacity development and policy coherence efforts, with a short summary of main recommendations for the Programme on improving sustainability of the actions.
  5. Presentation of key findings of the assessment.
  6. Final report based on the results of the presentation and feedback received.

Realistic Delivery Dates and Details as to how the work must be delivered:

  1. Detailed methodology of the assessment which includes the overview of the approach, research methods and tools, criteria for selecting the countries for in depth assessment, proposed sampling, questionnaires, and interview guides to be used, templates, etc. – by 10th October 2021.
  2. Global baseline in the form of an updated global results monitoring framework – by 10th November 2021.
  3. Draft report for each country that outlines their state of play of coordination mechanisms and recommendations for moving forward with further policy support and capacity development – by 10th December 2021.
  4. Draft report on the results of the gaps and barriers analysis in each country to understand what may limit the sustainability of both the capacity development and policy coherence efforts, with a short summary of main recommendations for the Programme on improving sustainability of the actions – by 10th January 2022.
  5. Presentation of key findings – by 31st January 2022.
  6. Final report on gap and barriers analysis and assessment of coordination mechanisms – by 25th February 2022.

Performance indicators for evaluation of results

• Satisfactory completion of tasks indicated in these ToRs.

• Quality of the elaborated analysis.

• Timely delivery of drafts and deliverables as indicated these ToRs.

• Final deliverables reflect inputs of all parties consulted.

• For the reports, compliance with IOM House Style Manual; IOM Brand Guidelines, IOM Guidelines on Research Report Writing, IOM Spelling List (2018) as well as IOM Data Protection Principles.

Required Qualifications and Experience:

Education

• Master’s degree in in Development Studies, International Relations, Social Science, Political Science, Anthropology, Economics, or a related field from an accredited academic institution with ten years of relevant professional experience; or,

• University degree in the above fields with twelve years of relevant professional experience.

Experience

• Extensive experience in social science or policy-oriented research, including development of the methodologies, selection of appropriate tools and sampling, qualitative and quantitative data collection and analysis;

• Proven experience in conducting institutional frameworks, policy and programme assessments and reviews at the regional or global levels;

• Experience in working in the international development system in the context of migration and sustainable development planning required, operational experience on addressing migration and sustainable development issues desirable;

• Proven track record in publishing peer reviewed research articles in related fields (migration and sustainable development, policy and programme research and analysis, etc.);

• Knowledge of specific migration and sustainable development contexts or working experience in the Global Programme countries is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English, French and Spanish is required (oral and written). Working knowledge of Arabic, Romanian, Russian or Serbian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
