General context of the project
INTERSOS is providing Mine Victim Assistance in Beygee, Salah Al Din, Iraq. The assistance focuses on addressing health, psychosocial, socio-economic and protection needs due to mine/ERW incidents. It includes survivors as well as families who lose a member as a result of an explosion or how are living with a survivor and face challenges from the loss or impairment of a caregiver or the household’s breadwinner.
The project aims to reduce the protection needs and health barriers faced by Mine/ERW victims and their families in Salah Al Din, Iraq. Activities include a) safe identification and referral to a dedicated INTERSOS Case Manager; b) case management (intake assessment, action plan, referral to internal and external services), c) provision of one-off cash payments and disability assistive devices (wheelchair, crutches, etc.), and c) psychosocial support services and individual mental health counselling by an INTERSOS psychologist.
General purpose of the position
The cash intervention currently follows INTERSOS’ Cash for Protection SOPs. Within the scope of the intervention, the main purpose of the Consultant is to lead the development of Cash for Health SOPs contextualized to the unique and complex needs of households affected by mine incidents. This will also include a desk review of INTERSOS Cash SOPs and cluster standards, analysis of data from a vulnerability assessment, as well as reviewing a mapping of available services for mine victims.
The following deliverables are expected from the consultant:
o Assessment report (max. 15 pages) summarizing findings from the vulnerability assessment, health service mapping, and staff interviews, and desk review
o Cash SOPS, including selection criteria and vulnerability scoring
o Presentation to INTERSOS key staff (online) and adaptation based on comments
The assignment is expected to be conducted remotely (unless the Consultant is already in Iraq) and completed within a range of 21 days. It should be conducted as soon as possible but no later than November 30th 2021.
Main responsibilities and tasks

Desk study of relevant project documents
Desk review of current INTERSOS Cash SOPs and other relevant guidance documents from Iraq Health and Protection Clusters and Cash Working Group
Data collection and analysis
Data analysis of 30 questionnaires (Kobo collect)
Analyse findings from a health service mapping
Remote qualitative interviews or FGDs with key INTERSOS staff members for verification and complementarity of the questionnaires
Presentation of findings in an assessment report
SOP Drafting and Finalisation
Elaboration of Cash SOPs to optimally support mine victims, and in line with existing INTERSOS and clusters standards in Iraq
Discussion / adaptation based on comments received from different stakeholders (project staff and INTERSOS technical and management staff)
Required profile and experience
Education
o University degree in relevant field.
Professional Experience
o Previous experience with INGO/UN agencies and at least 5 years of extensive experience in managing cash-based interventions in conjunction with health/protection programs.
o Proved experience in data analysis (quantitative and qualitative).
o Previous work experience in the Middle East.
Professional Requirements
o Good IT knowledge and computer skills (word, excel, Kobo).
o Strong interpersonal, listening and communication skills.
Languages
o Fluency in English.
o Knowledge of Arabic is highly valued.
Personal Requirements
o Adherence to humanitarian principles and code of conduct, in line with INTERSOS’ principles, values and regulations.
