Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmentaland non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The purpose of the consultancy is to provide technical assistance to the project, Contributing to Sustainable Peace in the BARMM by Supporting IDP Inclusion and Displacement Solutions. The consultant will lead the desk review, data collection, and analysis to develop a comprehensive Community Assessment Profile (CAP) report. S/he will also take part in the coordination and capacity-building with various partners and stakeholders from the BARMM government, LGUs, CSOs, academe, and other humanitarian, development and peace actors, to ensure assessment framework, methodologies, approaches and tools meet their needs and address data and information gaps in displacement and conflict hotspots in BARMM. This report will highlight context-specific information and analysis on current situation of communities affected by protracted conflict-induced displacement, including the needs of internally displaced persons (IDPs) and other vulnerable sector such as women, youth, and non-Moro Indigenous Peoples (NMIPs), informing data for solutions to internal displacement specifically for return, local integration, and relocation. and experiences faced by different vulnerable sectors, especially NMIPs and women.

Nature of Consultancy: This project aims to address the causes and impacts of conflict-induced displacement in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM); contribute to conditions conducive for longer-term solutions, especially on peace and security, access to rights and services, socio-economic inclusion and strengthened governance processes; and create a safe, voluntary, and dignified pathway for IDPs to achieve tailored solutions to resolve their displacement.

Primarily, the project will explore strategies in facilitating IDP inclusion and displacement solutions, conflict prevention, and peacebuilding initiatives. To further inform the interventions, the consultant, with direct guidance from IOM’s Peace, Transition and Recovery Unit and with technical guidance of IOM’s IDP Technical Advisor, will 1) conduct a desk review of existing research and reports on conflict displacement for a better understanding of data gaps as well as existing tools and systems in BARMM, and 2) design and implement a data collection strategy employing mixed-methods approach to gather primary information for updated and context-specific information on IDPs and displacement situations resulting in 3) a comprehensive CAP report covering Marawi City, Lanao del Sur, conflict hotspots in municipalities of Shariff Aguak, Pagatin (Datu Saudi Ampatuan), Mamasapano, and Shariff Saydona (popularly known as SPMS box), and South Upi in Maguindanao del Sur, and Upi in Maguindanao del Norte.

The CAP will collect datasets and information critical to solutions planning and operational decision-making. It will provide comprehensive data for solutions to internal displacement, including demographic profiles, socioeconomic vulnerabilities and needs, available and accessible services, and perceptions amongst IDP, host communities, and local governments on their intended solutions to displacement along with information on land ownership, displacement patterns, conflict trends, and conflict prevention and resolution mechanisms in the displaced community so that data collection goes beyond protection needs and makes peacebuilding integral to sustainable displacement solutions. It will include sex, age and disability disaggregated data to capture the gender dynamics and challenges and experiences faced by different vulnerable sectors, especially NMIPs and women.

IOM Project to which the Consultancy is contributing: Peace, Transition and Recovery Unit in IOM Cotabato Sub-Office.

Category B Consultants: Tangible and measurable outputs of the work assignment.

a) With overall guidance of the IOM’s Peace, Transition and Recovery Unit and direct, strategic technical guidance of IOM’s IDP Technical advisor, the consultant will produce an inception report and conduct consultation workshops with Local Government Units (LGUs) and key BARMM ministries including but not limited to the Ministry of Social Services and Development (MSSD), Ministry of Interior and Local Government (MILG) and the BARMM-READi, Ministry of Public Order and Safety (MPOS), Ministry of Indigenous Peoples Affairs (MIPA), Ministry of Human Settlement and Development (MHSD), Philippine Statistics Authority (PSA) BARMM, BARMM’s Office of the Civil Defense, and key relevant CSOs in coordination with participating UN organizations (PUNOs).

b) Conduct desk review of the existing research and reports on conflict displacement data and IDP situation in the BARMM region, including a mapping of tools and systems in BARMM.

c) Develop quantitative and qualitative data collection strategy and tools, in consultation with relevant BARMM ministries and stakeholders, focusing on IDP categories and needs of vulnerable groups such as women, youth and Non-Moro Indigenous (NMIP) groups.

d) Conduct field data collection in accordance with the operational plan and using the developed tools, including focused group discussion (FGDs), household surveys, and key informant interviews (KIIs).

e) Facilitate training of enumerators and data collectors and ensure oversight of data collection activities in line with IOM’s standards.

f) Conduct validation workshop, presentation of preliminary findings, and presentation of final CAP results with key BARMM ministries, relevant CSOs, and sectoral groups (e.g., IDPs, NMIPs, women, youth, etc.)

g) Produce a high-quality and comprehensive Community Assessment Profile (CAP) report.

h) Support the conduct of information and advocacy sessions with LGUs and key BARMM ministries on the utilization of the data for solutions planning and operational decision-making.

These services shall be provided by the consultant during a period of nine (9) months, starting from April 01, 2024, to December 31, 2024. Activities will be conducted in-person and/or on hybrid modality depending on the workable arrangement with partners, government counterparts and stakeholders. All activities are understood to be subject to observance of applicable health and security protocols and to any movement restrictions that may be imposed by the Philippine government.

Deliverables are to be performed in accordance with the following indicative schedule and may adjust upon further deliberation:

I. First deliverable: Submission of inception report and facilitated consultation workshops with key BARMM ministries, LGUs, and stakeholders.

  • April 2024 – Submit inception report highlighting approaches, strategies and workplan in implementing key deliverables under the engagement.
  • April 2024 – Consultation and workshops conducted with Local Government Units (LGUs) and key BARMM ministries including but not limited to Ministry of Social Services and Development (MSSD), Ministry of Interior and Local Government (MILG) and the BARMM-READi, Ministry of Public Order and Safety (MPOS), Ministry of Indigenous Peoples Affairs (MIPA), Ministry of Human Settlement and Development (MHSD), Philippine Statistics Authority (PSA) BARMM, BARMM’s Office of the Civil Defense, and key relevant CSOs in coordination with PUNOs.

II. Second Deliverable: Developed data collection strategy and tools and produced desk review report on protracted conflict displacement in BARMM.

  • May 2024 – Develop data collection strategy and tools in consultation with relevant BARMM ministries, participating UN Organizations (PUNOs), and stakeholders focusing on protracted displacement focusing on IDP categories and their needs including vulnerable sectors such as women, youth, and NMIPs.
  • May 2024 – Submit desk review report summarizing existing literature and reports on conflict induced displacement data in BARMM including highlights on information gaps, areas that need to be strengthened on data collection under the project coverage, and mapping of existing tools and systems.

III. Third Deliverable: Field data collection and submission of the draft CAP report.

  • June to July 2024 – Lead the field data collection activities using the developed tools through focused group discussion (FGDs), household surveys, and key informant interviews (KIIs). The consultant will work closely with IOM’s Displacement Tracking Matrix (DTM) Assistant and enumerators for the actual field data collection; and Monitoring and Evaluation (M&E) unit and Displacement Technical Advisor for technical guidance in ensuring quality data.
  • August 2024 – Submission of draft CAP report and incorporation of inputs and recommendations to succeeding drafts.
  • September 2024 – Presentation of the preliminary findings and validation workshop with LGUs, local stakeholders (IDPs, women, youth, NMIPs), and BARMM ministries. Initial findings shall cover analysis on protracted displacement focusing on IDP categories and their needs including vulnerable sectors such as women, youth, and NMIPs, including quantitative and qualitative analysis on gender issues, age, capacity and local resources, and socioeconomic vulnerabilities.

IV. Final Deliverable: Final Report outlining CAP results and capacity building session with BARMM and LGU.

  • October 2024 – Submission of quality and comprehensive final Community Assessment Profile (CAP) report incorporating salient inputs from the validation workshop and recommendations from IOM’s IDP Technical Advisor and PUNOs.
  • October 2024 – Presentation of final CAP results to BARMM stakeholders and LGUs.
  • November 2024 – Support the conduct of capacity building sessiona with LGUs and key BARMM ministries on the displacement solutions frameworks and utilization of the data for solutions planning and operational decision-making.
  • December 2024 – Handover of tools, photo documentation report, and datasets to IOM’s Peace, Transition and Recovery Unit.
  • December 2024 – End of contract

The Consultant may be required to attend online or in-person meetings with the IOM project team and IDP Technical Advisor, PUNO’s technical teams, and/or stakeholders (such as BARMM ministries and LGUs) on an ad hoc basis, to provide updates on deliverables and to ensure alignment with other project components. The Consultant may also need to travel to BARMM areas to support the conduct of some project activities related to comprehensive data deliverables.

Required Qualifications and Experience

  • Relevant educational background in Political or Social Sciences, Migration, Anthropology, Peace and Conflict Studies, or related field from an accredited academic institution; or academic background in any field combined with relevant specialized experience.
  • Strong background in mixed methods research on internal displacement, migration or conflict.
  • Excellent communication, writing, and analytical skills required.
  • Ability to engage with a wide range of stakeholders, from grassroots level to regional policymakers.
  • Understanding and experience working in the sphere of durable solutions is a strong advantage.
  • Experience/familiarity with policies and practices of intergovernmental organizations or international NGOs is preferred.
  • For this position, fluency in English and Filipino is required. Knowledge of another BARMM local language is desirable.

IOM is an intergovernmental organization, and as such is exempted from all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
