CONSULTANT – COMMUNITY-BASED MONITORING

The American Bar Association Rule of Law Initiative (ABA ROLI) is seeking a local or international consultant to develop a training of trainers course and a guidance manual that can be used in Southeast Asia for community-based monitoring for human rights impacted by climate change. Community-based monitoring is defined by Global Fund as “Mechanisms that service users or local communities use to gather, analyze and use information on an ongoing basis to improve access, quality and the impact of services, and to hold service providers and decision makers to account.” The course curriculum will be used by individual trainers across the Philippines, Indonesia, and other countries to train individuals to gather information and engage in public oversight to push for greater governmental accountability. The manual will serve as a companion resource, available to the “ordinary citizen” monitors as they engage in the community-based monitoring activities. The consultant should ideally have previous experience in community-based monitoring, particularly with regards to climate change. The position is initially expected to include approximately 15 working days spread out over approximately 2 months, with the possibility of extension.

BACKGROUND

The mission of ABA ROLI is to promote justice, economic opportunity and human dignity through the rule of law. For more than 30 years in over 100 countries, ABA ROLI has worked to strengthen legal institutions, to support legal professionals, to foster respect for human rights, and to advance public understanding of the law and citizen rights. In collaboration with our in-country partners, we design programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

DELIVERABLES

Working with regional counterparts and ABA ROLI, the consultant’s role may include the following:

  • Develop and deliver a training of trainers course and materials on community-based monitoring
  • Develop a guidance manual that can be used in Southeast Asia for community-based monitoring for human rights impacted by climate change.

SCOPE OF WORK AND DURATION

The consultant will develop a training course and a guidance manual that can be used in Southeast Asia for community-based monitoring for human rights impacted by climate change. The consultancy is expected to include approximately 15 working days supporting the program during a 2-month period.

PREFERRED QUALIFICATIONS

  • Minimum of 5 years’ relevant experience including significant experience conducting community-based monitoring, ideally related to climate change and/or human rights
  • University degree in a relevant field, or minimum of 8 years’ relevant experience
  • Experience gathering qualitative and quantitative data to assess services provided to the general public
  • Experience using data to improve services and hold them accountable
  • Experience designing training and related materials on the topic of community-based monitoring
  • Prior experience working in a multi-cultural environment
  • Excellent written and verbal communication skills in English. Interest in and commitment to the rule of law
