An Individual or Team of Consultant to Develop an Assessment and Planning Tool for Systems Innovation in DRR,WASH, and FSL
Objectives
The engagement of the consultant/consultancy team aims to achieve the following objectives:
- Identify relevant international and national standards, policies and plans including tools on DRR, WASH and FSL.
- Identify existing DRR, WASH and FSL Assessment and Planning tools used by international, national, and local humanitarian and development organizations.
- Review the Livelihood Vulnerability Index-Calculation System (LVI-CS) by analyzing its applicability and interoperability vis-à-vis with the Assessment and Planning for DRR, WASH and FSL in the BARMM and AAH Project context.
- Develop an Assessment and Planning Tool for System Innovation in DRR, WASH, and FSL that could help project stakeholders became agile and innovative in its assessment and planning processes in the BARMM and Action Against Hunger project contexts. Said tool shall be aligned with Action Against Hunger’s mandate and relevant to international, national, and local standards, policies, strategies, and plans.
Activities/Scope of Work
**The consultant/consultancy team shall carry out the following:
- a) An initial meeting with the B2AH Team, Head of Base, Technical Coordinators, and Base Security Officer to discuss the details of the consultancy
- b) Conduct desk review of existing tools in used by Action Against Hunger and other international humanitarian and development organizations to include the review of the MOVE UP 4 Mindanao’s Livelihood Vulnerability Index-Calculation System (LVI-CS) by looking at its applicability and interoperability vis-à-vis with the Assessment and Planning for DRR, WASH and FSL in the BARMM and AAH Project context.
c) Present to Action Against Hunger in a virtual meeting the result of the desk review conducted and share action points for a way forward.
d. Conduct online/onsite empathy mapping and dialogue interview with potential end-users of Assessment and Planning Tool for Systems Innovation in DRR, WASH, and FSL.
d) Develop an assessment and planning tool for systems innovation in the three thematic areas (DRR, WASH, FSL) which enables project stakeholders to become agile and innovative in its assessment and planning processes.
e) Validate the assessment and planning tool for systems innovation by pilot testing it in one municipality.The specific deliverables and activities are:
- a) Based on agreements in the inception meeting, submit an approach paper outlining the detailed work plan (review framework and methodology, timeframe, mobilization plan and budget, etc.).
b) Conduct online/onsite empathy mapping and dialogue interview with appropriate project stakeholders.
b) Develop an Assessment and Planning Tool for Systems Innovation in DRR, WASH, and FSL with accompanying process manual.
c) Collaboration and integration workshops with five (5) Municipal Local Government Units (face to face or virtual)
d) Pilot testing in one (1) municipality.
e) Refine the Assessment and Planning Tool for Systems Innovation in DRR, WASH, and FSL based on the findings of pilot testing. **
