Background
The Health and Migration Programme sits within the Office of the Deputy Director-General of the World Health Organization. The Programme brings together WHO technical Departments, Regional, and Country Offices, Governments, and Partners to promote the health of refugees and migrants and those associated with human mobility with the objectives to: In alignment with the Global Action Plan ‘Promoting the health of refugees and migrants’, to provide leadership and coordination, including within the UN Network on Migration, and support policy development on health and migration; lead high-level advocacy and dialog to promote related to health and migration within the “UHC leaving no one behind” goal and to raise political commitments and awareness; set norms and standards and promote a research agenda aimed at generating evidence- based information and indicators for measurement, monitoring and accountability; to support the development of technical guidance and tools; provide technical assistance and support Member States and partners in addressing public health challenges and its impacts associated with human mobility; and provide technical and operational support, including resource mobilization, across WHO three levels to undertake coherent and coordinated health and migration related actions.
Purpose of the consultancy
To support the field test/piloting on WHO Health and Migration Country Assessment Tool to assess the country health system capacity to address the health needs of refugees and migrants.

Organizational Context
The consultant will work under the supervision of the Country Support lead, Health and Migration Programme.
Summary of Assigned Duties
Under the leadership of and managerial guidance from the Country Support Lead, PHM, the incumbent will assume the following responsibilities and achieve the following objectives:
Support the country assessment related activities in selected countries using the Refugee and Migrant Health Country Assessment Tool:
- Support the planning, coordination, desk review and preparation for the country assessment including training of country office staff participating in the review on the use of the tool.
- Support the organization of the country assessment missions including activities such as finalizing the mission ToRs, develop in country assessment programmes and liaise with countries and partners, etc. and ensure that the assessment missions go smoothly .
- Act as an accessor in the countries using the tool that would be piloted.
- Prepare an assessment report that include main findings and key recommendations, in consultation with team members, the country offices and the Ministry of Health, where appropriate, support the development of country operational plan or recommended health and migration activities in the assessed countries. **
- Modify/revise the country assessment tool as needed and finalize it accordingly for publication.
- Produce draft technical documents, information products and reports and provide technical assistance in the organisation of various activities, such as workshops, meetings related to country support.
- Perform other relevant duties as required.
Deliverables:
A draft country assessment report in each country that the assessment is undertaken.
A revised country assessment tool, incooperating inputs from the piloting countries The duration of the consultancy will be three months.
Duration 2-3 months starting as soon as possible.
