Context:

Under the overall supervision of the Head of Sub-Office in Cotabato City, the successful candidate will support the “STRENGTHENING BARMM’S PREPAREDNESS AND RESPONSE CAPACITY FOR EFFECTIVE CORONAVIRUS DISEASE 2019 (COVID-19) PREVENTION AND CONTROL” project under IOM Philippines’ Prepare, Prevent, Protect COVID-19 Response Programme in BARMM.

Nature of Consultancy: COVID-19 Vaccination Policy and Planning

IOM Project to which the Consultancy is contributing: STRENGTHENING BARMM’S PREPAREDNESS AND RESPONSE CAPACITY FOR EFFECTIVE COVID-19 PREVENTION AND CONTROL Recruitment to Reintegration in Migration Governance Programme (BRIDGE).

Core Functions / Responsibilities:

The main objective of this consultancy is to facilitate the strengthening of COVID-19 response through the enhancement of the COVID-19 vaccination rollout in Mindanao. The vaccination programme management plan will be aligned to existing international and national health guidelines, principles of vaccination campaigns, vaccine administration, inter-agency coordination, and best practices on previous and ongoing vaccination campaigns. Specifically, the consultant is expected to:

  • Conduct a desk review and technical assessment of the current vaccination planning tools and its usage. Findings should be detailed in a technical recommendation report.
  • Design, organize and facilitate a two-day International Conference on Vaccination Programme Management that will promote knowledge transfer and best practices for key public health stakeholders, including from the national and local government, NGOs, CSOs and health practitioners. The Conference should also invite international, national, and local experts, as well as international organizations involved in vaccination campaigns globally. These could include, but are not limited to, the World Health Organization (WHO), the United Nation Children’s Emergency Fund (UNICEF), Gavi (the Vaccine Alliance), and the International Vaccine Institute (IVI).
  • Design, organize, and facilitate a three-day technical workshop on the ongoing vaccination campaign. The workshop should include breakout technical reviews of key thematic areas as determined through consultations. Thematic areas could include topics such as Communication Strategy and Delivery and Access to Vaccines for GIDA communities. Evaluation findings should be detailed in a technical recommendation report. Provide technical support and guidance on IOM Philippines’ health interventions, as requested by the management team; Provide bi-weekly feedback, progress, and documentation reports during engagement.
  • Undertake official duty travels to support the team and other colleagues, as required and agreed.**

Tangible and Measurable Outputs of the Work Assignment

At the onset of engagement, the project team will set an inception meeting between the consultant and the project team to go over deliverables, measurable outcomes, and/or inputs.

  • Prepare and submit a detailed work plan.
  • Submit a technical assessment and recommendation report derived from the desk review of current vaccination planning tools and its usage in the Philippines.
  • Submit a concept note, including list of intended invitees, for the:
    • International Conference and;
    • Technical Workshop on Vaccination Programme Management.
  • Organize an international conference and a technical workshop, with support from the IOM implementation team on the ground, including, but not limited to, arranging guest speakers, designing the programme flow, and conducting preliminary consultation.
  • Submit a documentation report for the International Conference and Technical Workshop on Vaccination Programme Management.
  • Provide technical inputs on IOM Philippines’ health-related programme design, including concept notes and project proposals.
  • Submit a final report consolidating all outputs and engagement.

Required Qualifications and Experience

Education

  • Master’s degree in Medicine, Public Health, Health Care Management, Epidemiology, Health Sciences, Health Policy, Medical Microbiology/Virology, Medical/Social Anthropology, or any related field from an accredited academic institution with five years of relevant professional experience; Or,
  • Bachelor’s degree in the above fields from an accredited academic institution with even years of relevant professional experience.**

Experience

  • Experience in facilitating and conducting a vaccination readiness assessment and/or health-related assessments.
  • Experience in organizing, facilitating, and conducting international conferences.
  • Experience in facilitating and conducting training/workshops on vaccination programme management and/or other public health programmes.
  • Extensive knowledge of the national, regional, and international legal frameworks on health specifically on public health systems and vaccination programmes.
  • Experience working in the areas of Health with UN and/or NGOs preferred.
  • Experience with innovative health programmes such as vaccine development programme design, epidemiology/pandemic response, health system strengthening through vaccine response would be an advantage.
  • Solid understanding of health issues in the Philippines and in-depth knowledge of conflict context in Mindanao, also a distinct advantage.
  • Excellent presentation, oral and written communication skills in English; and
  • Ability to deliver according to the specified timeline while maintaining the quality of outputs.

Languages

Fluency in English is required. Professional working proficiency of Filipino and/or Maguindanaon/ Maranao/ Yakan/Tausug/Sinama/Bisaya is an advantage.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
