Consultant, Data Analyst At International Federation of Red Cross And Red Crescent Societies

Job Purpose

Objective
The objective of this consultancy is to conduct a comprehensive analysis of Federation-wide data collected during the first year of the Ukraine and impacted countries crisis (February 2022 – February 2023), and to produce a subsequent written analysis report. The final product must be published and widely circulated on or before 31 March 2023. The report will be attached to the one-year operation update of the Ukraine and impacted countries crisis, published the same day. The consultant will ensure that the report presents a consolidated overview of the collective efforts of the IFRC network in addressing the crisis in Ukraine, substantiating the analysis of the data with specific case studies and examples from activities on the ground.

Purpose and tasks
Comprehensive narrative report on the Federation-wide efforts in response to the Ukraine and impacted countries crisis, utilizing Federation-wide data. The aim of the analysis and report is to track progress, evaluate outcomes, and account for funds allocated for relief and recovery efforts in Ukraine and impacted countries.

Job Duties and Responsibilities

Proposed Methodology
1. Conduct a desktop review of relevant documentation, including previous Federation-wide overview reports, programmatic and financial data, as well as narrative, stories, and other case studies, to gain an understanding of the context and scope of the operation.
2. Utilize the initial data analysis provided by the Senior Federation-wide data analyst to
develop a narrative that presents the results of the collective efforts of the Red Cross and Red Crescent in Ukraine in response to the crisis. The narrative should be structured by sectors and operational priorities and reflect the key activities carried out during the relief and early recovery phases of the operation. The report structure from previous IFRC operations, such as the One-year Haiti operation progress report, can serve as a guide.
3. Potentially, upon discussion with the line manager and technical line manager, short human interest stories may be included from existing materials collated by the Communications team upon interviewing people affected or National Society staff or volunteers.
4. Based on the needs of the narrative report, propose additional data analysis as necessary.
5. Ensure that the report is user-friendly and meets the standards of similar reports produced by other major humanitarian organizations.

Expected outputs and timeline

Deliverables
1. A user-friendly report that includes a detailed narrative and programmatic and financial data.
2. Annexes that include notes and methodology regarding the programmatic progress
indicators and presentation of combined financial data.

Timeline and locations
The above tasks and deliverables are expected to require up to 14 working days maximum and must be completed before 31 March 2023.

Location
Remote consultancy, home-based, all engagement to happen through audio/video calls
and online environments.
