Consultant (Development of Pacific Climate Mobility Training Package) At International Organization for Migration

Context:
Pacific Climate Change Migration and Human Security Programme (PCCM-HS) Phase II.
The programme contributes to strengthened resilience and adaptive capacity of Pacific Islanders in the context of climate change and disasters, ensuring that migration and relocation remains a choice, and displacement is averted, minimized and addressed.

The programme will support the following outcomes:
• Governments cooperate at the (Pacific) regional and sub-regional level to manage climate mobility (outcome 1);
• Pacific Governments develop and implement national policies to address climate mobility (outcome 2);
• Pacific civil society actors, worker and employer organizations, and communities actively engage in national, regional and global processes to manage climate mobility (outcome 3).

The programme is being delivered through a partnership, with the International Organization for Migration (IOM) as the lead agency, alongside UN Economic and Social Commission for Asia and the Pacific (UNESCAP), International Labour Organization (ILO) and the Office of the High Commissioner for Human Rights (OHCHR), along with the Platform on Disaster Displacement (PDD) and Pacific Islands Forum Secretariat (PIFS).

As part of the PCCMHS programme, a consultant will support the development of training content that will focus on the complex issue of managing mobility in the context of climate and environmental change – a cross-cutting nexus linked to many policy areas, including migration, adaptation, environment, development, security and disaster risk in consultation with programme partners and relevant stakeholders. The consultant will specifically draw from and contextualize IOM’s Migration, Environment and Climate Change (MECC): Facilitator guide for the Pacific region and will develop related training content.

Under the direct supervision of Programme Manager for the Pacific Climate Change Migration and Human Security (PCCMHS) programme based in Suva, Fiji, the consultant is tasked with developing a training package for Pacific government officials and communities on climate mobility, adapting the International Organization for Migration’s (IOM) Migration, Environment and Climate Change (MECC) Facilitator’s guide to suit the specific context of the Pacific region.

Core Functions / Responsibilities:
The successful candidate will deliver the following outcomes:

1.First Deliverable – Workplan: Upon commencement of the consultancy and following discussions with the Programme Manager for the Pacific Climate Change Migration and Human Security (PCCMHS) programme, the consultant is expected to develop a comprehensive workplan. The workplan will detail the overall approach, outline of the training package and specific activities towards its finalization, including detailed list of references and timeline for completion of deliverables.
Estimated Delivery Date: 2 days of contract commencement.
Delivery details: The workplan will be submitted electronically in word and PDF format to the designated point of contact at IOM.

2.Second Deliverable – First draft of training content will be developed for Pacific government officials, national facilitators and community leaders on climate mobility, adapting the International Organization for Migration’s (IOM) Migration, Environment and Climate Change (MECC) Facilitator’s guide to suit the specific context of the Pacific region, aligned with Annex 1. The first draft will be inclusive of the detailed content for each session including the PowerPoint presentations, handouts and facilitator’s guiding notes.

Estimated Delivery Date: To be confirmed in the workplan. This will include 20 days of effort.
Delivery Details: The first draft will be submitted electronically to the designated point of contact at IOM. Facilitator’s background notes and instructions are to be submitted in MS Word format, and the presentations in PowerPoint format. The draft of the training package may be finalized for pilot testing after few rounds of review.

3.Third Deliverable- Conduct pilot testing of the training package with the PCCMHS staff in Fiji and gather feedback from pilot sessions to evaluate the effectiveness of content, activities, and delivery methods.
Estimated Delivery Date: To be confirmed in the workplan. This will include 3 days of effort.
Delivery Details: Leading training sessions on the content developed.

4.Final Deliverable – Final training package: The completed training package, incorporating revisions reflecting feedback from the PCCMHS programme manager and partners. This will be inclusive of all documents required as per Annex 1- detailed content for each session including the PowerPoints, handouts and facilitator’s guiding notes.

Estimated Delivery Date: Within 15 days of the draft training package having been reviewed by the PCCMHS Programme Manager and stakeholders and returned to the consultant.

Delivery Details: Facilitator’s background notes and instructions are to be submitted in MS Word format, and the presentations in PowerPoint format.
Performance indicators for the evaluation of results

1.Timeliness:

•All deliverables are submitted by the agreed-upon deadlines.
•Progress updates are provided on a regular basis, as specified in the contract.

2.Quality of Deliverables:
•All deliverables are written in clear, straightforward language accessible to all potential stakeholders.
•All deliverables are of high quality, based on research and desk review of existing resources, and provided in a format that requires minimal editing.
•The consultant will be responsible to follow IOM writing guidelines including the IOM House Style Manual.
•The content of the training package should be technically consistent with that of the existing Migration, Environment and Climate Change (MECC) Facilitator’s guide.

3.Cost-Effectiveness:
•The consultant efficiently utilizes resources and provides cost-saving solutions where possible.

4.Communication, Feedback and Satisfaction:
•Regular updates are provided on the progress of the deliverables, as required.
•Any inputs are incorporated, and issues or concerns raised during the consultancy are promptly and effectively addressed.

Required Qualifications and Experience

Education
•Master’s Degree or higher from an accredited academic institution preferably in Education, Climate Change, Geography, Environmental Science, Project Management or a related field with five years of experience.

Experience
•Experience working on climate change and migration dynamics, including understanding of displacement issues, international human rights, labour mobility, land tenure management, sensitivity of traditional governance. Track record of previous publications or engagement on related topics.
•Experience in delivering and/or developing training content related to similar topics (climate change, migration, disaster risk reduction).
•Experience in stakeholder engagement, including conducting consultations and workshops with government agencies, local communities, private sector representatives, as well as national and regional institutions; and other relevant stakeholders is an advantage.
•Familiarity with the sensitivity of the diverse needs of the national governments and pacific communities.

Skills
•Strong comprehension of climate change and mobility in the Pacific region.
•Excellent communication and presentation skills, with proficiency in English (both written and oral).
•Proficiency in facilitating for diverse target groups.
•Ability to work effectively in a multidisciplinary team and engage with a diverse range of stakeholders.
•Knowledge of sustainable development principles and climate mobility strategies as they relate planned relocation and displacement

•Excellent written and oral communication skills.

Languages
Fluency in English language (oral and written) is required.
