Description of the mission
Objective of the technical assistance service’
1.1. General objective
The main objective is to accompany the partners to the project, namely the countries (Benin, Guinea and Togo) that are direct beneficiaries of the funding and the regional health organizations that are partners in the promotion and’ adoption / implementation of strategies to reduce inequalities in the HRSP issues related to ISS/One Health.
1.2. Role & responsibilities
L’expert.e, who will intervene in modality « pearl » during the project (via several missions to the countries of intervention, in Abuja and remote work), will be responsible for the implementation of the activities listed below. L’expert.e pearl will be brought to :
• Support support to revise HSPR development policy documents on ISS: policies, strategies and frameworks, repositories…
• 5 To support the implementation or revision of SSI piloting tools : collection tools, etc, monitoring and reporting of data by integrating a gender dimension and S’s ensure the feasibility of the approach adopted for a scale-up of the’ One Health approach.
• Support regional organizations (CRSCM – OOAS / RCC A.CDC) to strengthen their capacity to oversee target countries on ISS /OH / Gender.
• 3 Accompany the National Institutes of Public Health or equivalent of the 3 target countries to have capacities to propose and’ to ensure quality training in SSI /OH/Genre, in, meeting the needs of HRSP and complying with WHO quality standards.
• 3 Accompany the revision / Harmonization / Development of training standards in SSI of the NSI or equivalent in the 3 target countries according to the’ approach by competence, and integrating the’ gender equality approach and One Health.
• 1 To support the provision of training curricula (graduating, qualifying, certifying) by SSI integrating the’ approach gender equality and One Health by the INSP and regional scope.
• 2 Strengthen the capacities of the managers of the ministries targeted in the countries of’intervention on the issues of ISS/OH.
• TEnsure that the directorates and services involved in the implementation of this project are sufficiently structured and supported in taking into account the gender and the OH’ approach in the implementation of this project SSI programs.
1.3. Methodology
The geographical scope is Benin, Guinea, Togo and Abuja (if necessary).
The’expert.e will propose the methodology that’elle/he considers most appropriate to the design and delivery of the desired results. However, the proposed approach will be clarified by mentioning :
1. The phases of realization of the mission according to the framework contract with Expertise France.
2. Detailed chronogram of the activities to be carried out.
3. Mobilizing key personnel to be involved in the mission.
In a participatory approach, the mission will organize :
֍ A briefing meeting on the methodology of’approach of the’expert.e and implementation of activities.
֍ Working sessions with the’project team and all stakeholders that’Expertise France deems relevant to consult, with a view to :
• Validate the methodology proposal of the’expert.e
• ensure of the consistency of the deliverables with the expected results of the’expertise mission.
L’expert.e is thus called upon to work in consultation with all the stakeholders of the project.
In general,’expert(e) will ensure that a working method is used to :
֍ The co-construction of the’approach and supports and their contents ;
֍ Autonomous use of deliverables by beneficiary countries and’OOAS ;
֍ L’accompanying the desired change and the sustainability of it.
1.4. Expected deliverables
1. Scoping note / Initial situation report at the MISSION’entame ;
2. Periodic mission reports by partner ;
3. Reports of’ half-yearly/annual stage
4. Collection tools and measurement/evaluation instrument used;
5. Training guide and support and accompanying’ plans ;
6. Training plan (if required).
1.5. Coordination modalities
L’expert.e will work under the direct supervision of the project manager based in Conakry for the entire MISSION’. She/He will also be in regular contact with the headquarters of’Expertise France in Paris and with the’Expertise France field team and AFD headquarters agencies and teams.

Within the framework of’a financing of the French Development Agency, Expertise France will implement a project entitled « Human Resources Strengthening project in Public Health via a One Health and gender-sensitive approach », in the francophone countries of ECOWAS from January 2023.
This project of’a duration of 4 years and of’a total budget of 4.36 million’euros aims to reduce gender inequalities and mortality in the face of health crises in the French-speaking countries of ECOWAS by 2030. The consideration of gender issues is a major transversal objective of the project.
The project is structured as follows :
General objective : The aim of the project is to contribute, through regional health organizations and partner countries, to, reducing gender inequalities and mortality in the face of health crises in West’ Africa by 2030.
Specific Objective : More specifically, the project aims, through regional health organizations and partnering target countries, to, that the management and production capacities of the RHSPs in the’Community space of the’West Africa are improving and adapting to prevent, detecting and responding to health crises in a gender-sensitive One Health approach.
This objective is divided into two components listed below :
i. Implementation of robust and resilient HRSP development policies in West’ Africa, meeting ISS /One Health / Gender needs, with regional organizations, and, and the 3 target countries of the Gulf of Guinea.
ii. Improvement of the’training offer of SP actors in the’community space of’West’Africa in SSI / One Health / Gender meeting the needs of HRSP and complying with WHO quality standards through increased support to NSSIs in the 3 target countries.
C’is within the framework of the’ achievement of the results of the 2 components that’expert France is looking for a Consultant (e) International(e)- Expert SSI/OH Technique
Desired profile
The mission will be led by an individual Expert.e with a public health, epidemiology / SSI and having proven experience in One Health approach in Africa in general and in West’ Africa in particular. He/she will be recruited from’Expertise France on a purchase order contract over a relatively long period with regular interventions in accordance with the’ technical assistance plan.
Required skills :
Degree of Master II level or equivalent to the minimum (Public Health, medical sciences, social sciences or any other field deemed relevant to the mission).
Have a complementary degree in biostatistics or management.
Experiences :
• (at least ten years of professional practice) ;
• Experience in International Health Security/One Health in Africa in general and West Africa in particular ;
• Confirmed experience in health policy evaluation ;
• confirmed experience in the design of a public health project and the drafting of a strategic document ;
• Experience in the hospital environment or health in general ;
• Expertise in health research methodology (diagnosis and research) ;
• Have a thorough knowledge of the health contexts of the countries of intervention ;
• Have conducted similar missions ;
• Ability to develop plans for’improvement,’ and capacity building ;
• Having a critical mind and being force of proposition.
• Good communication and ability to work as a team.

• Competences/experiences of the candidate
• Training/diplomas of the candidate in connection with the mission of’expertise
• Competences of the candidate in connection with the mission of’expertise

• Evaluation of the’expertise of the candidate in the field sought
• The candidate’s understanding of the project and mission issues.

Lieu de la mission : Les missions de terrain se dérouleront aux pays d’intervention (Bénin, Guinée et Togo) et à Abuja ; le reste du travail se déroulera à distance.

Durée maximale de la mission : 30 mois
Durée totale des jours prévus : 43 jours/personne maximum
