Consultant for a study about Food security and Livelihood need assessment in Kawkereik and Hlaing Bwe townships of Kayin, Myanmar At Première Urgence Internationale

GENERAL CONTEXT

With a strong history of strife in Myanmar, Kayin State is not new to conflicts. Though Kayin has hosted displaced populations since the 1990s, the population continues to be displaced some as recent as 2021.

Despite some progress in the peace process over the past years, since the 1st of February 2021 and the coup, all the efforts on peace process have vanished and conflict has restarted in several areas of Kayin State leading to important displacements of population within townships, from townships to townships and from state to Thailand (even if the border is closed and the displaced population are sent back to Myanmar when found by Thailand authorities).

Beside displacement, insecurity, road block, and price rise have also impacted the Kayin population with in addition a strong wave of COVID-19 in July/ August 2021. The normal path of economic migrations to Thailand is blocked, having financial consequences on the Kayin population relying on remittance from migrant worker. Similarly to other States or region in Myanmar, the Kayin livelihoods are significantly affected by the current crisis.

PUI FSNL activities in Myanmar are currently limited to one ongoing project that aims at support gardening and Cash for Work in rural areas. With the objective of strengthening the FSNL sector of intervention in Myanmar, PUI aims to develop adapted food security and sustainable livelihood activities based on the present need assessment.

Besides this FSNL activities, PUI implements WASH and Health and Nutrition projects in the same area and other townships of Kayin, Rangoon and Shan.

GENERAL OBJECTIVE

A food security and sustainable livelihood need assessment had already been carried out in 2014 by PUI in the same townships. The present consultancy call therefore aims at updating this study in light of recent changes, particularly related to the pandemic and political change. The study will update vulnerability indicators and data on market access and labor resources, while adding the COVID-19 dimension in order to define a response strategy. A mapping of community actors and their actions in the areas of food security and livelihoods will be conducted and a partner identified.

The assessor will prepare a comprehensive PUI sustainable livelihood strategy (including food security) in one of its current areas of intervention, Kayin state, with the aim to contribute to poverty alleviation (which should be defined as much as possible during the assessment in the three regions).

SPECIFIC OBJECTIVES

Objective 1: Update PUI understanding of opportunities to reduce chronic food, livelihood and nutrition insecurity through sector analysis and applied research on underlying causes;

Objective 2: Prepare a short and medium term livelihood strategy (up to three years) targeting IDPs, returnees and their host communities

Objective 3: Establish a mapping of the relevant FNSL national NGOs, allowing PUI to identify an implementation partner.

BUDGET

The budget will be provided by the consultant as part of the financial proposal. The consultant shall propose a detailed budget for the duration of the consultancy, detailing the material requirements for the costs of the service (fees/hourly costs, travel, IT facilities, other costs etc.).
