ABOUT BAHAR:

Bahar Organization (BO) is an independent, non-governmental, non-profit organization, working in the humanitarian field regardless of religion, ethnicity, or political view. Bahar is committed to the core standards for humanitarian work for organizations (SPHRE). Bahar contributes to the collective work of humanitarian response in Syria, by providing support to people affected by the conflict and reducing the burden on the shoulder of the hosting community through provisions of financial and in-kind support and laying the foundation for sustainable projects to increase the resilience of individuals of communities in the field of health, food security, non-food items, and camps.

The subject of the tender:

BAHAR is looking for qualified Service providers to provide the following training:

  • Consultant(s) for HR Training on Employee Relations, Communication Skills, and Duty of Care.

OVERVIEW

Bahar is looking for an experienced HR consultant to build the capacity of the HR department staff on employee relations (handling complaints, conducting an investigation, etc.), communication skills for HR practitioners, and duty of care (including reviewing the current policy).

Overall Objectives of the Consulting Service:

The consultation’s main objective is to conduct an in-person HR training for the HR team at Bahar’s HQ Office in Gaziantep and online via Zoom to the field offices in Syria. This will be done with the necessary structural reform measures to enhance their capacity for an effective HR management system to deal with employee relations cases, get communication skills, and understand the duty of care policy and its implementation.

Objective 1: Employee Relations

This objective aims to maintain a positive work relationship among staff inside the organization and build the capacity and equip the HR team with the best methodology and techniques on how conflicts between staff, incidents, complaints are received, categorized, processed, and investigated. This practice will also help the HR team to be able to resolve complaints and the reporting mechanism.

Objective 2: Communication Skills for HR Practitioners

This objective aims to build the capacity of the HR team how to achieve results in communications with others and build collaborative relationships that emphasize trust and respect, communicate effectively using simple and concise language, enhance listening to anticipate and avoid misunderstandings, foster cross-cultural understanding in the workplace and eliminate communication roadblocks and focus on nonverbal cues (body movement and orientation, etc.) It also aims to assist HR staff in handling situations based on a flexible, genuine, and self-confident approach. It will cover the following topics:

· Building a foundation for language and communication principles

· Setting clear goals for communication

· Avoiding communication breakdowns

· Translating across communication styles (by identifying and bridging the styles)

· Listening for improved understanding (tools for active listening and interesting nonverbal clues)

· achieving genuine communication through open communication and matching body language.

· Cross-cultural communication by navigating beyond cultural boundaries.

Objective 3: Duty of Care

This objective aims to provide training on the principle of duty of care for humanitarian workers working during emergency responses and high-risk areas, as there is a variety of security, health, and safety risks associated with aid work. It is an essential aspect of HR to ensure occupational safety and health for all staff with the knowledge and skills necessary to actively manage their workforce’s safe, healthy, and security. These activities include reviewing risk assessments, developing and implementing briefings, building organizational directives, participating as members of an organization’s incident management team, and action planning.

KEY RESPONSIBILITIES:

Ability to take ownership and successfully deliver results in excellent quality for three areas

  1. Employee Relations
  2. Communication Skills for HR Practitioners,
  3. Duty of Care

Methodology

The methodology should be a participatory approach, learning in action, experiential, case analysis, and presentations.

The training is a combination of face to face and online, For Bahar HR staff members will attend the training physically and online

Expected Output

Expected Output: Each trainee is expected to acquire complete comprehension of technical aspects of the role of employee relations function; develop necessary management skills; produce an action plan to be followed up upon their return to their Function, and acquire essential tools to guide in the resource mobilization as well as management. The participants to the training are HR staff members of the HR Unit HQ Gaziantep, Erbil Office, and staff members “online” from Inside Syria

Submission of Expression of Interest

Interested consultants are expected to submit a detailed expression of interest (technical and financial proposal) with the following components:

· Methodology

· Work schedule

· Proposed curriculum (training materials)

· Cost proposal “RFQ.”

· CV(s) of the individual(s) who will undertake the consultancy

QUALIFICATIONS

· The Consultant should possess at least a master’s degree from a recognized university in any of the following areas or related fields: Business Administration, human resources or business management, or relevant field of study. Or at least five years experience

· At least three years of relevant experience in humanitarian aid projects and complicated contexts.

· A professional certificate from a reputable certifying body is preferable to provide such training.

· Recognized expertise in all aspects of employee relations, communication skills, and duty of care.

· Computer literacy and presentation skills are highly essential.

· Experience delivering capacity-building training and materials development is essential.

· proven working experience as HR Director or similar roles.

· At least five years’ experience in senior HR roles, with focus on employee relations and total rewards preferred.

· Experience working with an international nonprofit organization preferred.

· Excellent analytical skills and ability to problem solve required; the ability to communicate HR information.

· Excellent management and leadership skills including coaching, mentoring, performance management and delivering individual and group training.

· Demonstrated success as an HR professional in emergency response, conflict zones and/or humanitarian sector preferred.

· Excellent language skills in English. (English certificate)
