Consultant for REBUILD Project’s Primary Needs Assessment, Baseline & Rapid Market Studies (For Filipino Nationals Only) At Islamic Relief

BACKGROUND

Islamic Relief Worldwide (IRW) is a humanitarian and development organization based in Birmingham, United Kingdom and has been working in more than 40 countries, providing humanitarian aid during emergencies, and working for long-term development of world’s poorest people.

Islamic Relief Philippines with support from Islamic Relief USA is currently implementing a 2-year development project, “REBUILD into Resilient Coastal Communities affected by Typhoon Odette in CARAGA Region” with the following objectives: 1) To provide and support integrated sustainable livelihoods to women to revive their loss small-scale economic enterprises, restore a damage livelihood of selected small-scale fisherfolks and fish farmer, and re-start crop production or livestock livelihoods to small farmers affected by Typhoon Odette , 2) To provide protection and mental well-being services to women, children, and other at-risk groups affected by super typhoon Odette, and 3) To strengthen the resiliency of coastal communities to occurrence of any disasters.

One of the major deliverables of the project is the conduct of primary needs assessment, rapid market study, and baseline studies in the municipalities of Placer, Taganaan, and San Francisco, province of Surigao del Norte as basis of the project’s advancement within the period of two (2) years and for post-project monitoring undertakings.

To ensure the technical bases of the studies, the need to engage an individual service provider is necessary.

OBJECTIVE

Islamic Relief Worldwide is looking for an experienced and qualified professional to come-up with a comprehensive written documentation of REBUILD Project’s three (3) studies — primary needs assessment, baseline study, and rapid market assessment of covered municipalities and submit said documentation to Islamic Relief Philippines.

SCOPE

The scope of the assignment is to work closely with IR Surigao field office and covered municipalities to document project related studies on primary needs assessment, baseline study, and rapid market assessment particularly on coastal communities affected by Typhoon Odette.

KEY ROLES & RESPONSIBILITIES

The consultant will primarily work with the Area Programme Manager (Cotabato) and Surigao Field Office staff to complete the following task.

  • Submit research design including methodology, outline of the studies, and work plan.
  • Lead the conduct of Primary Needs Assessment, Baseline Study and Rapid Market Study.
  • Documentation of Primary Needs Assessment to include environment context, climate risks, diversity analysis, gender and security analysis.
  • Facilitate Focus Group Discussion (FGDs) among rightsholders, members of the Barangay Council, members of the BCPC and BDRRM, and other constituents to gauge awareness and functionality especially of the BCPC and BDRRMC.
  • Documentation of FGD with recommended trainings and/or interventions for local special bodies, and how government and other stakeholders could address community needs on food security and livelihood.
  • Conduct of Key Informant Interview (KII) to government-lined agencies whenever necessary to come-up with a comprehensive market analysis on agricultural livelihood/products i.e.,fishing, livestock, and farming.
  • Document the whole process of the studies to include photos.
  • Present, edit and finalize documentation of studies based on feedback from Islamic Relief.
  • Comply with Islamic Relief policies, especially Child Protection and Safeguarding Policy; and
  • Any other related assignment given by IRPH staff.

EXPECTED OUTPUTS

At the end of the engagement, the following outputs are achieved.

1. On Primary Needs Assessment

  • Consolidate and analyze secondary data and other related literatures to be secured by Islamic Relief from the municipalities of Placer, Taganaan, and San Francisco.
  • Conduct of Key Informant Interviews (KII) to LGUs whenever necessary.
  • Submit documentation to include environmental context, climate risk, diversity analysis, gender, and security analysis.

2. On Baseline Study

  • Consolidate and analyze primary data conducted by enumerators concerning DRR, Protection and Food Security and Livelihood.
  • Facilitate Focus Group Discussion (FGDs) among rightsholders, members of the Barangay Council, members of the BCPC and BDRRM, and other constituents to gauge awareness and functionality especially of the BCPC and BDRRMC.
  • Recommend trainings and/or interventions for local special bodies (BCPC and BDRRMC) based on the study.
  • Recommend trainings and/or interventions on how the government and other stakeholders could possibly address community needs on food security and livelihood.

3. On Rapid Market Assessment Study

  • Collect and analyze secondary data and other related literature.
  • Conduct of Key Informant Interview (KII) to government-lined agencies whenever necessary.
  • Come-up with a comprehensive market analysis on agricultural livelihood/products i.e., fishing, livestock, and farming.

TIMETABLE AND REPORTING INFORMATION

The project is expected to run for a maximum of 90 working days, starting on 01 February 2023, and ending before 30 April 2023.

Final output submission: (21 April 2023)

PROPOSAL AND COSTING

Consultant (single or group) interested in carrying out this work must:

Submit a proposal/bid, including the following:

  1. Detailed cover letter/proposal outlining a methodology, research design, financial proposal, work plan and approach briefing note
  2. CV or outline of relevant skills and experience possessed by the consultant who will be carrying out the tasks
  3. Example(s) of relevant work
  4. The consultancy rate (20 days/month approximately)
  5. Expenses policy of the tendering consultant. Incurred expenses will not be included but will be agreed upon in advance of any contract signed.

TERMS AND CONDITIONS

Payment will be made following the deliverables and deadlines as follows:

  • 20% of the total amount – upon signing of contract
  • 30% of the total amount – submission of first draft report of the three (3) studies
  • 50% of the total amount – submission of the final report of the three (3) studies, including all outputs and attachments mentioned above

ADDITIONAL INFORMATION AND CONDITIONS OF THE CONTRACT

During the consultancy period, IRPh will only cover:

  • Consultancy fees that include professional fee and mobilization cost.

IRPh will not cover:

  • Tax obligations as required by the country.
  • Any pre/post assignment medical costs. The consultant should cover these.
  • Medical and travel insurance arrangements and expenses. The consultant should cover these.
