Consultant for Safeguarding At Habitat for Humanity

Today, Habitat works in 17 countries in Asia-Pacific and operating under a regional headquarter, called the Asia Pacific Office (APO) based in Makati City, Philippines. These countries are either a branch office or an independent entity governed by a Board of Trustee.

1. Overview of the assignment:

Based on the context mentioned above, Habitat is looking for an individual consultant with extensive experience in Safeguarding and/or Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) to support the rollout and implementation of key activities and fulfill Habitat’s safeguarding commitments in the Asia Pacific region. Reporting to the Regional Safeguarding Advisor, the consultant will work with and coordinate with the safeguarding committee and various departments at the APO and collaborate with national organizations and branches.

2. Scope of work and project plan:

  • Strategy/Project Management The consultant will lead the consolidation and analysis of the Safeguarding Self-Assessment from the different branches and national organizations (NOs). The Consultant shall support the development of action plans based on their respective self-assessments.
  • Capacity Building Following the conduct of a training needs assessment, the consultant will develop and deliver training programs considered priority for staff and local partners.
  • Research The consultant will undertake scoping of existing templates, protocols and actual use of Partnership Due Diligence, Community-Facing Materials on Safeguarding Awareness Raising, and Community-Based Feedback Mechanisms.
  • Advisory and Technical Support The consultant will provide quality and accessible advice, timely support and guidance related and relevant to the agreed upon deliverables.
  • Contract Duration and Schedule of Activities: The contract duration is six (6) months. The Consultant and the AP Regional Safeguarding Advisor will agree on the specific deliverables and timetable.
  • Work arrangement: The consultant will report to the Regional Safeguarding Advisor who will be responsible for coordination and oversight of the consultant’s activities. The candidate will also be working with the AP safeguarding team. The consultant will use his/her own work tools, office space, and manage own time and manner of delivering outputs. This is a fully-remote engagement.
  • Payment terms: The consultant will be paid monthly upon submission of invoice along with monthly accomplishment report, net of applicable tax.

    • A brief overview of relevant past experience that meets the requirements outlined in below section of required qualifications of lead consultant
    • A copy of the CV
    • Estimated monthly cost of the engagement as well as a daily rate(s) for the proposed consultant(s)
    • At least three referees
    • For consultants who are nationals of the Philippines – Bureau of Internal Revenue (BIR) registration as a professional / independent contractor
  • Required qualifications of lead consultant
    • Bachelor’s degree in relevant field
    • At least 5 years’ experience in development/humanitarian work
    • 5+ years of safeguarding experience or experience in managing safeguarding policies and programming or specific areas of expertise such as protection, child protection, Gender-Based Violence (GBV) GBV – preferably in an international non-profit organization.
