BACKGROUND

Thanks to the financial support of Olympic Refuge Foundation, the Lausanne Men’s Delegation ( Tdh-L ) in Burkina Faso is launching the project Sport for the Protection and Psychosocial Resilience of Children and Young People Affected by the Security Crisis in the Center, North and Boucle du Mouhoun regions ( RESPECT ).

This project aims to strengthen the capacities of self-protection, empowerment and psychosocial resilience of children and young people from displaced, refugee and host communities in the Boucle du Mouhoun regions, from Central and North Burkina Faso through the « Sport for Protection » ( S4P ) approach. This will be achieved in ( i ) improving the physical, mental and psychosocial well-being of vulnerable children and young people with the support and active participation of frontline actors as well as, by ( ii ) the promotion of sport and its values as a tool for community integration and reconciliation.

During the start-up phase of the intervention, Tdh-L plans to develop existing sports curricula for protection, such as the football curriculum for the protection of Tdh. This contextualization will be based on the Toolkit « Sport for protection » and on the experience of sports in Burkina Faso. The project will target 4 sports in total on the basis of situational analysis, one of which will probably be football. Contextualization will thus make it possible both to: ( 1 ) ensure the relevance and adaptation of the curriculum methodology to socio-cultural and security environments ; ( 2 ) adapt the methodology to “ new ” sports chosen after the situational analysis. This will ultimately allow,to strengthen the capacities and expertise of the Tdh Delegation of Burkina Faso but above all of the services of the Burkinabé Ministry of Sports and community partners involved in the development of the Sport approach for Protection as well as the protection of the child in general.

1. The objectives of the consultancy
   1. 1. 1. Tdh has 4 curricula of 4 different sports disciplines contextualized to the realities of Burkina Faso and which promote self-protection, empowerment and psychosocial resilience of children and young people from displaced, refugee and host communities, particularly those from the Boucle du Mouhoun regions. , Center and North;
2. 1. 1. 1. The people designated as trainers are capable ( knowledge and practices ) of implementing the S4P methodology, providing contextualized curricula, meeting the needs of vulnerable children and young people and ensuring safe, inclusive and non-discriminatory sports practice;
3. 1. 1. 1. Project implementers have a monitoring, evaluation, accountability and learning framework for the S4P methodology;
4. Consultancy deliverables

The mission must allow Tdh-L of Burkina Faso to have the following deliverables:

1. 1. 1. 1. the curricula kit for the 4 sports disciplines chosen are contextualized and validated by the stakeholders. The methodology for conducting each of the 4 curricula should take into account: The link with Tdh’s MHPSS framework; the need to have curricula adapted to our 3 age groups; adapted to gender, or in any case consideration of gender issues; taking into account considerations for the participation of children with disabilities ( eg adaptation of the rules of sport for inclusive participation ) 2. a training of trainers kit contextualized and validated by the stakeholders 3. the framework and tools for monitoring and evaluation of the curricula 4. a final report, the recommendations followed by their implementation plan.
2. Methodology

The definition of the mission methodology will be the responsibility of the consultant, depending on the expected deliverables. Ideally, the methodology will combine the approaches specific to S4P as well as those adopted during the assessment of the situation, the stages of contextualization, the training ( ToT, initial session ), KAP methodologies, etc.

A situational analysis will have been carried out beforehand by the Tdh team and can be used to make the methodology more relevant by providing the following information:

• Tdh MHPSS documents, the “ football already available ” methodology
• The sports curricula ( if existing ) at the BFA for the disciplines that have been selected
• the baseline of indicators;
• an analysis of social dynamics (presence of intra/inter-community tensions, norms regarding girls’ access to sporting activities, etc.);
• mapping of protection services available in the area of ​​intervention.
• the list of sports practiced and relevant, sports clubs or associations, sports events, sports infrastructure or spaces that may be used.

The methodology should be based on participatory approaches adapted to the age and capacity of children and adults, and demonstrate a gender-sensitive approach and inclusion including disability.

In order to reinforce the co-constructed character of the process and promote learning, the consultant will plan evaluation, restitution and/or validation workshops of the key moments in the development of the deliverables produced with the project teams. and the parties.

The participants in the various workshops should be representative of the main categories of project stakeholders or partners.

1. Ethical considerations, data protection

The process must scruplesously consider the principles of Duty of Care and Do No Harm, which must translate into respect for the confidentiality of individuals, the information of participants on the objectives of the consultancy and on the use of the data collected, the saving the child. Precautions must be taken to guarantee the protection of data, whether physical or digital. The consultant will refer to Tdh’s data protection directive. The consultant must commit to respecting Tdh’s code of conduct, which includes the obligation to report any evidence of breach of behavior or unethical conduct of project staff or partners.

Children’s participation should be safe, voluntary, necessary and useful, inclusive and non-discriminatory. The methods should be appropriate to the emotional and cognitive capacity of the children, and should represent a stimulating experience for the children, as stipulated by the principles of child participation.

1. ROLES AND RESPONSIBILITIES

The different parties involved in this consultancy have the following responsibilities:

• Terre des hommes will be responsible for:
• Provide the consultant with all the necessary documents ( reports, logical framework, project document, strategic reference documents on the mobility approach ).
• Facilitate the coordination of briefings and interviews in the localities of implementation;
• Review and comment on the drafts of the various deliverables;
• Co-organize and participate in meetings and workshops organized by the consultant;
• Set up a dissemination plan and an action plan for the recommendations.
• Responsibilities of the Consultant

Among other things, the consultant refrains from the following obligations:

• Commit to respecting Terre des hommes’ global code of conduct;
• Conduct the documentary review and participate in the briefing;
• Respect ethical issues – confidentiality, including the protection of data collected from Tdh, beneficiaries and partners.
• Be responsible for the delivery of all deliverables mentioned in these terms of reference with the support of the Tdh team;
• Liaise closely with the project manager, program manager and regional / HQ team;
• Execute the various steps in order to meet the objectives and deliverables of the consultancy;
• Ensure that the proposed program meets the needs of children and young people in Burkina Faso and corresponds to the capacities of the facilitators and coaches;
• Ensure that the program respects Tdh’s MHPSS framework and working methods and integrate it with relevant topical methodologies.

1. Duration and agenda of the mission

This mission is scheduled to last 45 working days to be divided into face-to-face missions and remote work according to the consultant’s methodology. He / she should start no later than October 1, 2023. Upon selection, the consultant agrees with the supervision team on an operational agenda according to the following pre-segmentation:

• Validation of the methodological framework
• Start-up and inventory
• Development of deliverables
• Organization of training sessions
• Report and recommendations

1. Expected profile

• A minimum of a Master’s or Doctorate-type higher education degree in social sciences ( Sociology, Psychology, social work, science of sports education ), or any other equivalent degree.
• Experience in collection methodology applied to work with children in a protection context
• Professional experience in the development of curricula applied to sport and related to the field of child protection desired;
• Expertise in S4P and similar methodologies, CAP, ToT is highly sought after
• Proven expertise in context and needs analysis;
• Experience in participatory / collaborative methodologies in emergency or humanitarian contexts
• Excellent writing skills in the French language, communication and synthesis;
• Work experience in the West African region particularly in Burkina Faso, desirable;
