CONTEXT and MISSION:
Changing Diabetes in Children (CDiC) – Philippines is a 5-year project which aims to increase access to
inclusive education and care for children and young people living with Type 1 Diabetes within the public
health care system in partnership with local government units. It is implemented in the City of
Valenzuela in Luzon, Iloilo City and the Province of Iloilo in the Visayas and Davao Region in Mindanao.
The main project objectives are (1) Children and young people living with Type 1 Diabetes and their
families have access to suitable, youth friendly, and disability-inclusive information materials and
resources to understand and manage their condition; (2) Local healthcare professionals have the
capacity to diagnose and manage Type 1 Diabetes and to offer youth friendly and disability-inclusive
information and services; (3) Health service providers establish a network of inclusive clinics/health
facilities providing care for children and young people with Type 1 diabetes; and (4) Children and young
people living with Type 1 diabetes have access to insulin, blood glucose test kits and other medical
supplies.
Establishing a registry system is an essential component of the health information system to be able to
design a health program for Type 1 Diabetes and subsequently properly deliver health services.

DESCRIPTION OF THE EXPECTED SERVICE
Objective:
Provide support to the Changing Diabetes in Children project in the development, initial roll-out and initial maintenance of the digital patient registry and its consolidating tool.
Expected Results:
The consultant is expected to provide timely, relevant and efficient support to the Changing Diabetes in Children – Philippines project particularly in developing a system for participant registry and consolidation of data from the registry. The consultant is expected to closely 2 work with the project team particularly with the CDiC Project Manager and CDiC Project Officer in the implementation of the workplan and with the Technical Specialist for Inclusive Health for the technical development of the tools.
- DELIVERABLES:
Excel-based registry using macro with an encoding interface, data-base and dashboard will different user access levels. - Excel-based consolidation form using macro with dashboard for reporting purposes.
- User’s guide for items 1 and 2
- Trouble shooting and 4 monthly periodic maintenance of items 1 and 2 for a period of 4 months after rollout in the project sites with maintenance reports provided
PROFILE:
Qualification(s) and Experience(s):
- Bachelor’s degree graduate preferably in Statistics or Epidemiology
- With relevant experience in health data management systems and analysis
- Excellent computer skills particularly in Microsoft Excel macro database development
- Good professional or personal knowledge of disability inclusion
- Able to be part of a small, collaborative work team and possesses leadership skills
- Experience in and ability to work effectively with people from diverse backgrounds
- Ability to work independently
- Good oral and written communication skills
- Good problem solving and stress management skills
