**The Philippine Red Cross is looking for a Consultant for the Enhancement of Internal Communications and Coordination Systems project to provide support in the attainment of PRC Strategy 2017-2020.
It leans towards enhancing the capacities of support offices to greatly contribute to the National Society vision with strong emphasis on PRC Goal 2, to “Ensure a well-functioning national society, able to optimize resources through high quality and efficient service delivery, that is transparent and accountable at all levels.
The purpose and scope of the consultancy engagement are (excerpt from the Terms of Reference):
To collect and analyze the data (such as Admin Memos, policies, and etc) related to the business process flows within PRC:
Submission of the ff reports:
Desk Review Report
Inception Report
Develop an Internal Communications and Coordination Systems Manual with proposed content as follows:
Executive Summary outlining major contents of the report.
Organizational Context: Internal communications and coordination systems (ICCS) of PRC (Strengths and Areas of Growth).
Analysis of the existing Admin Memo related to the business process flows within PRC.
Propose an updated communication, information, and business process flow with defined lead time to reduce internal bureaucratic processes.
Proposed recommendations that will guide the PRC in the implementation of the project.
Conduct validation workshops
Submission of the final version of the ICCS Manual in two sections:
Developmental Internal Communications and Coordination System
Humanitarian Response Internal Communications and Coordination System
Provide assistance in the roll-out of the ICCSM Implementation

(3) A Timetable based on the above
● Financial proposal. It is proposed to include the daily rate of consultancy cost in pesos.
● An example of a previous assessment and/or procedural manuals
● At least two reference persons
