Consultant for the expansion of the Baccalaureate of Technology (BT) specialty in the country, through the selection of participating educational centers and establishment of a baseline for each.
1. Context:
The Rinaldi Foundation through the Technical Office of Vocational Training of the Salesians (BTFPSA) has been given the mission of improving the quality of vocational training and secondary education offered to young people, in Vocational Training Centers, Secondary Schools and Public Technical Education Establishments (EET).
The consultant position is part of a project funded by the European Union aimed at promoting equitable and inclusive access for young Haitians, with a particular focus on women. This will be achieved by improving the specialties of Technical and Vocational Training and developing the Baccalaureate of Technology in the country’s educational system. To achieve this objective, we also benefit from the collaboration of the Ministry of Education.
2. Mission:
Recruit a consultant to carry out the identification of public and private educational centers that can participate in the expansion program of the Technological Baccalaureate (BT) specialty and establish a baseline for each.
3. Tasks:
3.1) Identification of participating educational centers (high schools):
– Develop an initial list of educational centers to visit, taking into account preliminary criteria (location, accessibility, public or private status).
– Identify public and private centers (in particular for the regions of CAP Haitien, Fort Liberté, Port-au-Prince and Les Cayes) that meet the necessary prerequisites for their selection,
– Collection of Field Data
– Development of selection criteria.
– Organize and analyze the information collected for each educational center, according to the defined selection criteria.
– Comparative evaluation of the centers and identification of priority centers.
3.3) Develop a baseline for each selected educational center
– Identify the performance and progress indicators to be monitored.
– Collect initial data for each selected center based on the defined indicators
– Propose monitoring and evaluation methods that will measure the impact of the Technological Baccalaureate program in the selected centers.
4. Expected results:
4.1) A list of educational centers (public and private) eligible for the BT program, with detailed information on their infrastructure, equipment, human resources, and reception capacities.
4.2) A comparative analysis of the identified centers, allowing to prioritize those that present the best conditions for the implementation of the program.
4.3) Baseline of the centers identified by Jóvenes y Desarrollo, the Rinaldi Foundation and the MENFP.
5. Expected deliverables:
– A report identifying the educational centers eligible for the implementation of the BT program.
– A prioritized list of centers selected for the expansion of the Technological Baccalaureate.
– A baseline report for each selected center.
6. Contract Duration:
Between 2 and 3 months.
€18,000 including expenses.
7. Consultant Profile:
Education Specialist:
– University degree; positively valued in a field related to the educational or technical sector;
– Knowledge of the Haitian education system;
– In-depth understanding of the specific dynamics and challenges of the Haitian education system;
– Experience in applying the Competency-Based Approach;
– Proven experience in carrying out educational and vocational training diagnostics.
– In-depth knowledge of the socio-economic and educational context of Haiti.
– Ability to develop selection criteria based on market demands and country needs.
– Ability to work in volatile and economically crisis-ridden environments.
– Experience in collecting and analyzing educational data.
– The ability to travel within the country (security permitting)
