Consultant – Integrity Handbook Development At Integrity Watch Afghanistan


Integrity Watch is an Afghan civil society organization committed to increase transparency, accountability, and integrity in Afghanistan.

The mission of Integrity Watch is to put corruption under the spotlight through community monitoring, research, and advocacy. We mobilize and train communities to monitor infrastructure projects, public services, courts, and extractives industries. We develop community monitoring tools, provide policy-oriented research, facilitate policy dialogue, and advocate for integrity, transparency, and accountability in Afghanistan.

Integrity Watch was created in October 2005 and established itself as an independent civil society organization in 2006. It has approximately 80 staff members and over 3000 volunteers. The head office of Integrity Watch is in Kabul with provincial programmatic outreach in Badakhshan, Balkh, Bamyan, Ghor, Herat, Kabul, Kapisa, Logar, Nangarhar, Parwan, Panjshir, Samangan, and Wardak.

Integrity Watch’s work has three major components: (1) Community Monitoring, (2) Research, and (3) Advocacy. Integrity Watch tries to encourage active citizenship and community mobilization through its programs. Our community monitoring work includes development of community monitoring tools, mobilizing and training communities to monitor infrastructure projects, education and health services, and court trials.

Our research work is focused on policy-oriented research measuring trends, perceptions and experiences of corruption and covering a wide range of corruption related issues including public finance management, illicit financial flows, extractive industries, anti-corruption institutions, justice institutions integrity and access to information. The objective is to develop new, ground-breaking empirical research in order to set the agenda, influence decision-makers, bring to the public attention non-documented and non-explored issues.

The aim of our advocacy work is to enhance Integrity Watch’s pioneering role in advocating for knowledgeable decision-making and informed public debate on corruption and integrity. Our advocacy work includes facilitation of policy dialogue on issues related to integrity, transparency, and accountability. We advocate for issues arising out of our community monitoring and research work and other general anti-corruption issues.


Given the endemic nature of corruption in Afghan society, building a culture of integrity and social accountability among citizens, state actors, and non-state actors has to be necessarily a gradual and incremental process. Integrity Watch believes that such social transformation requires fundamental changes in the behavior of citizens and duty-bearers, and in the relationships between them through promoting Community-Based Monitoring (CBM).

The aims of the CBM model are to 1) make public officials more responsive to fixing identified problems. These problems while they exist increase the likelihood of the occurrence of corruption or of the lowering of education services quality. 2) encourage communities through established social structures to engage in public services sector reform 3) mobilize civil society to regularly advocate for policy change.

The CBM toolkit ( produced in 2014 by Integrity Watch is the only guide for implementing the CBM-infrastructure program. The toolkit explains the monitoring process, the challenges in conducting a program, the types of training materials, the production of monitoring data and how to plan advocacy campaigns. In 2019, a CBM practitioner’s guide was produced by Integrity Watch for four CBM programs namely infrastructure, schools, healthcare and trials. The guide was structured based on the CBM Toolkit and the knowledge gathered and processes established over the years in each CBM program.

Job Summary:

Integrity Watch intends to hire a consultant to produce a comprehensive CBM handbook for professionals using the CBM practitioner’s guide and other relevant contents previously developed, in order to capture the institutional knowledge around all 5 CBM programs namely infrastructure, schools, healthcare, trials & Extractives. The consultant shall utilize the existing program implementation and capacity building materials as well as incorporate best global knowledge management and learning methods.


Key Deliverables:

  1. An inception report, explaining how the handbook would be structured, designed and further developed.
  2. A handbook for professionals on all 5 CBM programs based on the best academic and professional literature and experiences, and Integrity Watch’s CBM practice.
  3. Review and upgrade the methodology, processes, terms of reference, guidelines and procedures of CBM programs in general and particular to each sector, and embed the recommended methodologies, procedures etc into the handbook.


1- Incorporate comments from Integrity Watch’s Head of Programs, Program Support Manager, Executive Director, and Head of Research.

2- Facilitate a peer-review procedure via a professional researcher.

3- Liaise closely at all times with the Integrity Building unit

4- Write a detailed weekly report on progress made including the plan for next week.

5- On a monthly basis submit the work developed on time-to-time basis in the form drafts/outline etc of the work for the relevant management’s review

6- Maintain an online filing system of the source documents (research works, literature reviews, Integrity Watch’s forms, formats, etc) received from Integrity Watch’s or other online sources used to support the research work of the handbook

7- Write a detailed progress report upon completion of the work

8- Any other Task given by Line Manager/Head of Programs.

Job Requirement:

· A post graduate degree in human development, social sciences or any other related field.

· At least 5 years relevant professional experience analyzing social structures and organizations

· Experience in developing learning materials would be an advantage.

· Strong writing and research skills;

· Sensitivity to regional, political, gender and cultural balances in the Afghanistan context.

· A high standard of professionalism.
