Project Context and Scope
The Consultant will lead the Global Consultative and Integration Process of the Inter-Agency Risk Assessment on Sexual Exploitation and Abuse (IARA SEA) Approach (see IARA SEA Toolkit: https://drive.google.com/file/d/17ZFqe9F70KwtHZfKZU-7XjkUmfvz9ix_/view?pli=1)
The consultant will support the IOM SEA Risk Management team in conducting consultations with field-level inter-agency PSEA Coordinators, PSEA Network Co-Chairs, and global-level stakeholders, convening a community of practice to share lessons learned and good practices, create an oversight body comprised of key stakeholders to organize and facilitate a global in-person Workshop, and overall contribute to the integration of the IARA SEA approach within global PSEA coordination bodies and country-level implementation in humanitarian and development settings. In addition, the global and country-level coordination processes and technical support, led by the consultant, will feed into both the findings and recommendations of the External Evaluation and throughout the revision process, leading to a strengthened, integrated, and sustainable risk management approach.
During the implementation of Phase I of the SEA Risk Management project (November 2022-December 2023) the focus was on the development and harmonization of an IARA SEA approach to identify risks and derive targeted, detailed, and evidence-based recommendations, using a participatory, bottom-up methodology involving a broad range of stakeholders. In Phase I, the IARA SEA approach was created bottom-up, with strong support of national organizations and inter-agency PSEA Networks/Coordinators. Inter-agency PSEA Networks in two pilot locations (Mozambique and the Philippines’ BARMM region) were instrumental in contributing their skills and expertise to develop an approach which could be replicated globally. The T-R-A-N-S-F-O-R-M Marker is the guiding vision of Phase II of the project aimed at enhancing PSEA mainstreaming and SEA risk management within programming.
Phase II will focus on solidifying the approach, based on implementation of the IARA SEA approach at country level, with an External Evaluation on Impact, Effectiveness, and Sustainability playing a pivotal role, as well as a global consultation process, to strengthen the approach. This consultancy will focus on the global consultative process, with the aim of informing the final revision of the approach by the end of December 2025.
Consultative processes involving key stakeholders is a key element of the project and will support in strengthening the overall approach and linkages to Inter-Agency Standing Committee and United Nations structures and systems, including the UN Office of the Special Coordinator for PSEA (OSC), Development Coordination Office (DCO), the Organization for Economic Co-operation and Development-Development Assistance Committee (OECD-DAC), and United Nations Office for the Coordination of Humanitarian Affairs (OCHA), with the ultimate goal of ensuring replication of the IARA approach globally, across humanitarian and development contexts. Strong engagement from global PSEA actors will be leveraged to harmonize and integrate the IARA Approach and Toolkit into existing guidance, frameworks, trainings, and systems.
As part of the global consultative process, Coordination and Best Practices Online Sessions will be held. These sessions will allow inter-agency PSEA Coordinators and PSEA Network Co-Chairs, who are conducting inter-agency risk assessments to exchange information, share experiences and best practices, flag challenges encountered during implementation and identify solutions. Global representatives from the IASC/OCHA and the UN Office of the Special Coordinator (OSC) will be invited to these sessions to ensure maximum transparency and strengthen linkages and buy-in at the global level.

Core Functions / Responsibilities:
Tasks to be performed under this contract
Lead Global Consultative Process
- Design and implement a comprehensive global consultative process to gather insights,feedback, and recommendations from field-level PSEA Coordinators, PSEA Network Co-Chairs, and global-level stakeholders.
- Facilitate discussions and ensure active participation from a diverse range of stakeholders,including national organizations, inter-agency networks, and international coordination bodies.
Support SEA Risk Management Team
- Collaborate closely with the SEA Risk Management team to ensure alignment of consultative activities with the overall project goals.
- Provide technical support and strategic advice to enhance the effectiveness of the SEA Risk Management approach.
Convene Community of Practice
3. Establish and maintain a community of practice to share lessons learned, good practices, and innovative solutions related to SEA risk management.
4. Organize regular virtual meetings, discussions, and knowledge-sharing sessions to foster collaboration and peer learning among PSEA Coordinators and global stakeholders.
Create Oversight Body
5. Form an oversight body composed of field-level PSEA Coordinators, PSEA Network Co-Chairs, and global-level stakeholders to provide guidance and oversight throughout the consultative and integration process.
6. Facilitate quarterly meetings of the oversight body to review progress, address challenges, and ensure accountability.
Organize and Facilitate Global Workshop
7. Plan and facilitate a global in-person workshop to present findings from the consultative process and gather final inputs for the revision of the IARA SEA approach.
8. Ensure broad participation from global, regional, and country-level PSEA stakeholders, including representatives from IASC, OCHA, UN Office of the Special Coordinator for PSEA, DCO, and OECD-DAC.
Reporting and documentation
9. Synthesize inputs from the global consultation process after the Global Workshop.
10. Support the External Evaluation consultant to prepare a comprehensive final report detailing the consultative process and evidence-based recommendations from the external evaluation to revise the IARA SEA approach. (September 2025)
11. Provide quarterly progress reports to the SEA Risk Management team, documenting key findings, challenges, and recommendations from the consultative process. (throughout on a quarterly basis)

Required Qualifications and Experience:
Education, experience and/or skills required
• Master’s degree or higher in a relevant field such as International Development, Public Health, Social Sciences, Human Rights, or a related discipline.
Experience
- Extensive Professional Experience: Minimum of 10 years of experience, in high-level positions and strategic levels, particularly in the context of humanitarian and development programs.
- PSEA Expertise: At least 5 years of specific experience in the field of Protection from Sexual Exploitation and Abuse (PSEA), including risk management, policy development, and implementation.
- Global Consultative Experience: Proven track record in conducting global consultative processes and facilitating high-level stakeholder engagement, including work with inter-agency coordination bodies.
- Workshop Facilitation: Experience in planning and facilitating large-scale workshops and conferences, especially in multicultural and multi-stakeholder environments.
- Project Management: Demonstrated experience in managing multi-phase projects.
- Field Experience: Substantial field experience in diverse geographical settings including development and humanitarian contexts.
Skills

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

The consultant will be homebased with a possibility of travelling to Geneva or workshop venue.
