Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Head of Sub-Office and the direct supervision of the National Program Coordinator (Peace, Transition and Recovery Unit), with technical guidance from the Sr. Migration, Environment and Climate Change (MECC) Assistant, the Consultant will support the implementation of the socioeconomic component of the project “NEXUS Approach to Transformative Climate Resilience, Peace, and Human Mobility in BARMM.” One of the key pursposes of the project is to to reduce economic vulnerabilities that can drive trafficking and usafe, unwanted migration amongst communities impacted by climate change and conflict.

The Consultant will assist at least three (3) cooperatives or community-based organizations (CBOs) to engage in community-driven, sustainable and inclusive livelihood, integrating community-driven, climate/conflict-resilient, gender-/age-/ethnic-/culturally-sensitive approaches, and strengthening their adaptative capacity. Specifically, the s/he will lead: 1.) the needs, capacity, and market and value chain assessment, 2.) the formulation of livelihood development plan, informed by the assessment results, of the targeted organizations, 3.) training, coaching and mentoring to implement the livelihood development plans and to address ad-hoc challenges of the targeted organizations, including market expansion, accreditation and registration, and access to available program and services, and 4.) technical assistance to sustainability planning of the chosen, priority livelihood.

Project Context and Scope:

In the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), communities are often exposed to complex, compounded effects of intersecting climate, security and trafficking risks. The region frequently faces extreme weather and climate events, leading to human, socioeconomic, and environmental toll, while conflicts driven by clan feuds, political rivalries, and land feuds, amplify the climate impact especially on vulnerable, disadvantaged communities, such as women and girls, youths, elderly, and non-Moro Indigenous Peoples (IPs), with limited adaptation and response capacity. The region is also a significant source of Bangsamoro Overseas Filipino Workers (BOFWs), with irregular and high-risk migration patterns. Cases of trafficking, illegal recruitment, and human smuggling, which are often underreported, tends to proliferate especially amidst crisis and disasters and amongst vulnerable, disadvantaged communities as the result of exacerbated vulnerabilities, devastation, and loss that compel individuals to take negative coping mechanisms.

The project “NEXUS Approach to Transformative Climate Resilience, Peace, and Human Mobility in BARMM” overall aims to strengthen the climate resilience of communities in BARMM through responsive governance and meaningful community engagement in the climate-conflict-human mobility nexus. At-risk communities, particularly the vulnerable and marginalized who are susceptible to trafficking and unsafe, unwanted migration during conflicts and disasters, will benefit significantly from this project. This will be achieved by strengthening local protection mechanisms against trafficking, creating safer environments, establishing stronger safety nets, and developing climate-conflict-resilient livelihoods and alternative income sources to reduce economic vulnerabilities contributing to risky migration, instability, and insecurity.

The project will help identify gaps in existing livelihoods related to climate and conflict resilience while exploring alternative viable livelihoods and opportunities for market expansion and supply chain enhancement. Expert partner agencies will be engaged to provide tailored training on skills development and entrepreneurship, adapting climate and conflict resilient, gender-/age-/ethnic-/culturally sensitive approaches, that are aligned with the communities’ climate-conflict-mobility context, and strengthening the adaptation capacities. Following the training, livelihood equipment and kits will also be provided. The engagement of this Consultancy in particular will help generate analysis on communities’ needs, capacity, market and value chain to inform the livelihood activities and provide training, technical assistance, coaching and mentoring to overall enhance the viability, efficiency, and sustainability of the chosen, priority livelihood.

Performance indicators for evaluation results

  • Quality and timeliness of the expected deliverables (value of services rendered in relation to their cost).
  • Effective adaptation of thematic resources and information into materials and key messaging that are relevant to the target audience.
  • Application of a results-based approach to the consultancy – i.e. deliverables are aligned with project objectives and contribute concretely to the overall impact of the project.
  • Efficient coordination with the project team and all necessary stakeholders.
  • Strict adherence to ethical standards, including confidentiality and data protection.

Required Qualifications and Experience

  • University degree in business administration, livelihood education, development economics, community development, or a related field in livelihood, ideally with/in climate change and resilience-building contexts or an equivalent degree.
  • Demonstrated expertise and relevant experience in the field of migration management, climate change, peace, and livelihood relevant areas.
  • Working knowledge, familiarity, and or/ professional experience in providing skills training is an advantage.
  • Strong research and analytical skills on socioeconomic development, conflict and climate change nexus, and peacebuilding.
  • Sound experience in liaising with a broad range of stakeholders, including government, private sector, community members, and civil societies.
  • Excellent facilitation skills and community engagement background.
  • Excellent writing and communication skills.
  • Strong familiarity with the context of BARMM and surrounding areas, including knowledge of the migration, environment, and climate change issues and programs at the national and local levels.

Languages

  • For this position, fluency in English and Filipino is required. Knowledge of another BARMM local language is desirable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
