Consultant – Maize Production Context Analysis – Burkina Faso At Mercy Corps

As part of a program review on the maize sector in Burkina Faso PROPARCO and AFD commissioned a market system study in which a specific contextual analysis activity was deemed to be relevant and imperative. The Crisis Analytics Sahel team is called upon to carry out this activity in liaison with market system experts’ team, MC BF team and the support teams of Mercy Corps Global.

Purpose / Project Description:

MC CA Sahel is in charge of carrying out a detailed analysis of the context of the Maize production area in Burkina Faso alongside the market analysis that will enable:

  1. Better understand and update the context of intervention and map the actors
  2. Assess the external elements of risks for a large-scale program in the sector and identify realistic monitoring and mitigation measures.

This study on the peripherical context of Maize production has been commissioned to the Crisis Analytics team of Mercy Corps Sahel.

Consultant Objectives:

  1. Pilot the study process under CA Team Leader supervision
  2. Support the organization and steer the implementation of the Ouaga workshop
  3. Analyze the contents and production of main deliverables

Consultant Activities: The Consultant will:

  1. Support the organization and steer the implementation of the Ouaga workshop – Estimated time: 12 half-days (6 days)
    1. Participate in the preparation of the workshop upstream with the Crisis Analytics Sahel team leader and the MC BF team and the Market Analysis Team (TORs, themes and agenda for the 3 days of the workshop)
    2. In liaison with the workshop facilitator, the cartographer and the documentary researcher, participate in defining the content of the deliverables (summary, maps, documentary research, etc.)
    3. Manage workshop participation with the workshop facilitation team and facilitate internal and external participation.
    4. Represent the CA Team Leader during the 3-day workshop in Ouagadougou in conjunction with the MC BF team.
  2. Analyze the contents and drafting of deliverables – Estimated time: 20 half-days (10 days)
    1. Analyze and structure the emerging points of the workshop in order to orient the documentary research, mapping and conclusions of the work.
    2. Monitor the quality of the documents to be produced by the workshop facilitator, the documentary researcher and the cartographer in liaison with the Leader CA Sahel team
    3. Develop a report plan in line with the content of the deliverables of the Market Analysis team
    4. Write the first draft of the study report based on the workshop summary, peripheral analyses and secondary information collected by the Market Analysis and CA teams and integrate comments.
    5. Participate in the finalization of the report with the Crisis Analytics team leader and the proofreading teams.

Consultant Deliverables:

The Consultant will:

  • Intermediate quick analysis papers
  • Global report and annexes (Draft with 80% minimum completion)
  • Final report (integrating comments)

Timeframe / Schedule:

+/- 16 days to be delivered on one month – Start date ASAP!

Coordination mechanism framework during the mission

  • With the Crisis analytics Sahel team leader: daily update from 10 to 30 minutes before and after of the workshop with the CA team leader (flexible)
  • With the MC MA team: about 2 biweekly updates
  • With the resilience team: Ad hoc meetings organized by the CA team leader
  • With the MC BF team: when required

The Consultant will report to:

MC Tunis Regional Office Deputy Director

The Consultant will work closely with:

Crisis analytics team leader, Market analysis team, resilience team, NF program team

Required Experience & Skills:

  • 5-10 years of experience in program management and resilience
  • Master’s degree in development, political science, agronomy or related topic with ability to write strong reports and analysis.
  • Knowledge of Sahel area context and projects
  • Flexible and diligent in terms of task ownership and delivery
