In each of Welthungerhilfe’s country office there is a position called “MEAL Expert / MEAL Coordinator”. The main tasks of the MEAL Experts include the quality assurance of the MEAL activities in the projects and programmes as well as the management of the local MEAL systems. The MEAL experts / MEAL coordinaters work closely with relevant staff at country level (Head of Programmes, Country Director, Project Manager and MEAL officer at project level, just to name a few).
One of the key tasks of the consultancy is the virtual facilitation (including preparation and documentation) of several MEAL self-assessment with key staff from a respective Country programme, to facilitate virtual MEAL Self-Assessments with key staff from Country Programme level, including management level. With MEAL Self-Assessment the current state and functional performance of MEAL in a specific Country Programme (or project / programme) gets assessed in order to come up with a concise and manageable medium-term (e.g. six- to eight-month) action plan to establish or strengthen the MEAL system. The MEAL Self-Assessment is a process that follows standard process steps. A workshop is a central step where the strengths and weaknesses of the existing MEAL system are systematically analysed.
The consultant closely cooperates with the respective focal person for that country programme in the MEAL team Bonn (Country Support) and the MEAL Expert County Office. The consultant can work remotely from home. As soon as the Corona situation allows, a meeting of the team in Bonn is possible.
With proper preparation, one MEAL Self-Assessment can be conducted virtually in a two days workshop of approximately four to five hours each, whereby in most cases “MS-TEAMS” software and conference IT will be used with10-15 participants each.
Specific objectives
- Preparation, facilitation and documentation and facilitation of up to four (4) virtual MEAL-Self Assessments mainly in the region East Africa, MENA and maybe South Asia. A documentation shall be elaborated after each MEAL Self-Assessment together with the Country Office for each assessment including action plan and recommendations (all in all up to 4 days each = 16 days). The respective Country Support (CS) in charge-will collaborate and work together with the consultant for the respective MEAL Self-Assessment and follow up.
- Upon interest, request and discussion, support the MEAL team Head Office in specific MEAL tasks throughout the year (up to 4 days).
Timing
The consultancy will take place preferably between July 2021 and beginning of 2022 on a virtual basis (1st MEAL SA end July, 2nd in August). The exact dates, and contents of the missions will be agreed upon between the MEAL-Team Head Office, the consultant and the respective Country Office.
Required Qualification:
- Solid understanding of design and implementation of MEAL systems
- Background in development cooperation and or humanitarian assistance
- Experience in virtual moderation, good communication, visualization and documentation skills
- Proficiency in English

Consultant fees for up to 20 days.
