Consultant – Migration Governance Specialist At International Organization for Migration

Context:

Under the overall guidance of the Chief of Mission and direct supervision of the Head, MMU and in coordination with relevant Mission and Regional Thematic Specialists (RTS) and departments at Headquarters (HQ), the successful candidate will be responsible for providing technical expertise to the capacity building activities in the framework of the Migration Governance portfolio implemented by of IOM Iraq including the operationalisation of National Migration Strategy for Iraq, by supporting the compiling of an evidence-based and government-owned policy and strengthening the national capacity on Migration Governance.

Core Functions / Responsibilities

  1. In close coordination with the Migration Governance (MG) Programme Officer, support the development of a work plan and implementation of activities that fall under the scope of the Migration Governance portfolio of the mission including the operationalization of the National Migration Management Strategy..
  2. Contribute to the development of the reports, briefing notes, presentations, talking points and other formal and informal documents in relation to the Migration Governance projects.
  3. Participate (including making presentations, speeches etc.) in the conferences, workshops, seminars organized in the scope of the Migration Governance portfolio.
  4. Prepare training curricula, training materials and deliver Train-of-Trainers and cascaded trainings in the scope of the Migration Governance portfolio.
  5. Provide technical expertise in the implementation of Global Compact for Migration in Iraq.
  6. Contribute to the activities implemented in the framework of the UN Network on Migration in Iraq.
  7. Closely monitor situation related to the developments in the migration governance area in Iraq and wider region, and make conclusions and recommendations to the direct managers and other relevant personnel of IOM Iraq.
  8. Perform such other duties as may be assigned.

Tangible and measurable output of the work assignment:

· Povide support in development of the work plan of at least 2 projects that falls under the scope of the MG portfolio;

· Prepare at least 5 reports and/or briefing notes under the relevant MG projects;

· Organize and supervise at least 2 multi-stakeholder consultations on migration;

· Conduct at least 2 trainings in the framework of MG projects.

Required Qualifications and Experience:

Education

· Master’s degree in Migration, Law, Political Science or other discipline falling under the Social Sciences from an accredited academic institution with at least 5 years of relevant professional experience; or

· University degree in the above field with at least 7 years of relevant professional experience.

Experience & Skills

· Experience working in the development and humanitarian fields

· Experience in migration governance/management policy is required.

·

· Experience on Iraq and/or the Region is an asset.

· Experience working with Government counterparts, UN agencies and/or non-governmental organizations is desirable.

· Fluency in English is required; knowledge of Arabic is a distinct asset.

Languages

· Fluency in English language is required.

· Working knowledge in Arabic language is an advantage.
