Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Within the Department of Migration Management (DMM), the Migration Health Division (MHD) has the institutional responsibility to oversee, support and coordinate the Organization’s provision of migration health services globally. The Division provides technical guidance and policy advice, establishes partnerships with relevant governmental, multilateral, civil society and private entities in the domain of migration health, and identifies strategies and programmatic approaches that are informed by agreed policies, evidence, standards and trends in the sector.

Under the direct supervision of the Migration Health Division Senior Programme Officer for Health in Emergencies, in coordination with the Migration Health Informatics Manager, the Global Migration Health Research and Epidemiology Coordinator, the Global Vaccination Coordinator, and other key MHD personnel at Headquarters and Regional Offices, the successful candidate will collect and support the analysis and visualization of data originating from IOM’s public health programming, with a particular focus on the COVID-19 pandemic response, vaccination, and other public health hazards.

Core Functions / Responsibilities:

  1. Develop an interactive dashboard and online repository (using Power BI) that visually presents MHD’s global COVID-19 programming footprint in the context of health emergencies, humanitarian and post-crisis contexts. The dashboard will provide searchable narrative content on such health interventions, and where available, will link the project’s health-related data and documents (technical narrative, policy and applied research).
  2. Develop an interactive dashboard that visualises migrant inclusion in COVID-19 vaccination efforts globally (using Power BI) and produce ad-hoc outputs of this data for use in presentations and communications/advocacy materials.
  3. Provide technical support for the Migration Health Division’s regular COVID-19 vaccination data collection exercise, supporting liaison with Country and Regional Offices to obtain relevant data, and where feasible and necessary, identifying and implementing improvements to the corresponding data collection form.
  4. Update the corresponding global migrant inclusion COVID-19 vaccination database.

Tangible and Measurable Outputs of the Work Assignment

a) An interactive dashboard and online repository that visually presents MHD’s global COVID-19 programming footprint in the context of health emergencies, humanitarian, and post-crisis contexts.

b) An interactive dashboard that visualises migrant inclusion in COVID-19 vaccination efforts globally.

c) The production of ad-hoc outputs of this data for use in presentations and communications materials as required by the Migration Health Division.

Realistic Delivery Dates and Details as to how the work must be delivered

a) Completion of the COVID-19 vaccination migrant inclusion dashboard and up-to-date underlying database: 1 month after commencement (but to be updated regularly throughout consultancy period).

b) Prototype of dashboard summarizing the Migration Health Division’s global COVID-19 programming footprint in the context of health emergencies, humanitarian and post-crisis contexts and underlying information database: 2 months after commencement.

c) Completion of dashboard summarizing the Migration Health Division’s global COVID-19 programming footprint in the context of health emergencies, humanitarian and post-crisis contexts and underlying information database: 3 months after commencement.

Performance indicators for evaluation of results

a) Outputs have been completed to a standard as agreed prior to the end of the consultancy.

Required Qualifications and Experience:

Education

• Master’s degree in public health, epidemiology, biostatistics, information management, data science, or a related field from an accredited academic institution with two years of relevant professional experience, or

• University degree in the above fields with four years of relevant professional experience.

Experience

• At least two to four years (see education requirements above) of professional experience in data analysis/data visualization.

• Proficiency in Microsoft Office is required.

• Proficiency in Power BI is required.

• Demonstrated ability to write clear and concise progress reports is required.

• Demonstrated commitment to providing Business Intelligence (BI) and visualization services.

• Experience with variety of database platforms and technologies, ETL, and experience with connectors to web-based APIs (Application Programming Interfaces), data warehouse cubes and other data sources is highly valued.

• Enterprise and application-level data profiling, architecture, modeling, and analysis skills is highly valued.

• Experience working in a fast-paced environment managing and meeting multiple deadlines and priorities is required.

• Flexibility, creative thinking, high personal commitment, efficiency and determination for results are required.

• The ability to work effectively and harmoniously with colleagues and stakeholders from various cultures and professional backgrounds is required.

• Excellent communication skills in English are required.

• Familiarity with project development, monitoring and evaluation is an advantage.

• Knowledge regarding migration and other social and development issues is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
