Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Background/Context
Building upon on several decades of work around diaspora’s engagement, extensive networks and tools and lessons learned through prior interventions, IOM Washington DC is implementing two projects related to leveraging diasporas’ impact in humanitarian assistance. The first, entitled “**Consolidating the engagement of diaspora for alternative approaches to safer shelters and settlements in disaster preparedness, response, and risk reduction – Phase III**” is in its third phase and is funded by USAID’s Bureau for Humanitarian Assistance (BHA). The project intends to sustain, maximize and consolidate the progress made to date through previous phases by 1) contributing to increasing communities’ access to knowledge and solutions for safer shelters with a DRR approach and 2) by channelling and strengthening the unique contributions of diaspora organizations and members. The second, includes main implementing partner Haiti Renewal Alliance (HRA), and proposes to develop and pilot a framework for a more coordinated and institutional approach to diaspora engagement in humanitarian assistance, at the global and country level, under the project “*Developing and Piloting a Framework for Diaspora’s Engagement in Humanitarian Assistance*” funded by the U.S. Bureau for Humanitarian Affairs (BHA). The main objective of the project is to increase the ability of diaspora organizations and institutional humanitarian actors to effectively engage with each other. This will be pursued through a three-step process: 1. Support selected diaspora organizations to strengthen their own model/framework for internal coordination; 2. Develop a framework for the engagement of diaspora in humanitarian assistance at the global level, in close collaboration with institutional humanitarian (and when relevant development) actors; 3. Pilot the framework in two pilot countries, Haiti and Philippines, to assess how such a system may function at a country level adapted to specific contexts and needs. These three steps will encompass an assessment phase, followed by the framework development, and communication campaigns.
The Consultancy will contribute to IOM activities related to develop 2 Monitoring & Evaluation frameworks.
Scope of Work
In close coordination with IOM project team, the research consultant will be responsible for the development of 2 Monitoring & Evaluation Frameworks for the projects:
Consolidating the engagement of diaspora for alternative approaches to safer shelters and settlements in disaster preparedness, response and risk reduction – Phase III
Developing and Piloting a Framework for Diasporas Engagement in Humanitarian Assistance – Phase I
The researcher preferably should already be familiar with the topic. The research consultant will provide drafts of the deliverables mentioned below to IOM and participate in feedback reiterations as necessary before the final product is secured.
Deliverables
The overall implementation and effectiveness of each project objective is improved through the development and analysis of a Monitoring & Evaluation framework for each project, based on the project objectives and outcomes, as follows:
1. Consolidating the engagement of diaspora for alternative approaches to safer shelters and settlements in disaster preparedness, response and risk reduction – Phase III
Project Objective: Increase affected communities’ access to safer shelters knowledge and solutions, with a DRR approach, by optimizing diasporas’ specific contributions.
Outcome 1: Diasporas and affected communities’ knowledge and access to safer shelters are increased through communication, awareness raising and capacity building initiatives.
Outcome 2: Selected affected communities’ access to safe shelter solutions is strengthened through multi-stakeholder partnership models that leverage diasporas’ financial and social contributions.
2. Developing and Piloting a Framework for Diasporas Engagement in Humanitarian Assistance – Phase I
Project Objective: Increase the ability of diaspora organizations and institutional humanitarian actors to effectively engage with each other for more effective humanitarian assistance.
Outcome 1: The anchoring and operationalization of the external framework for coordination between diasporas and institutional humanitarian actors is strengthened within the humanitarian system
Outcome 2: The model for intra-diaspora coordination (diaspora organizations from same CoOs) and inter-diaspora coordination (diaspora organizations from different CoOs) is promoted through the development of additional tools and the support to existing diaspora’s initiatives
Outcome 3: The framework for diaspora coordination in humanitarian assistance is further adapted at the country level across different sectors and contexts.
Required Experience
· Excellent research, analytical, and writing skills, proven by a portfolio of at least 1 previous research study in a similar or related field
· Previous experience in the field of diaspora engagement and/or humanitarian assistance at a global or regional level is desirable
· Masters (or equivalent) degree in one of the following or related areas – migration, social sciences, international relations, development
· Previous work experience with IOM is an asset
· Excellent English language skills and proficiency
Timeline
The three-month part-time consultancy will take place between June and September 2021. The consultant will report on progress on the deliverables every month.
For each project, the consultant will:
§ Review the program performance indicators and methodology and adjust them as necessary, in coordination with the project manager.
§ Ensure an indicators tracking system is in place.
§ Develop monitoring and evaluation tools to ensure program performance monitoring as well as measuring impact of the activities and beneficiaries’ satisfaction.
§ Carry out quantitative and qualitative data collection and analysis
§ Develop a reporting mechanism for all implementing partners, and train relevant stakeholders in providing good quality reports as necessary.
§ Develop a complaint mechanism to ensure that beneficiaries’ complaints are dealt with in a structured manner.
§ Conduct interviews with relevant stakeholders to assess the projects’ success, challenges, and impact as necessary.
§ Provide a final evaluation report that meets quality standards as outlined in IOM Programme Policies and Procedures.
§ In coordination with the IOM team, contribute to the effective dissemination and sharing of knowledge, findings, conclusions, recommendations and lessons from the final evaluation.
Languages
Fluency in English is required, other languages an advantage.
