Consultant of Administration and Management At Assistance Coordination Unit

Workplace: Syria-Aleppo-Afrin-Maabtali-Jomrokiyeh

Duration of work: 20-25 working days, over 2 months from 15 Sep to 15 Nov 2024.

  1. Background

Assistance Coordination Unit is implemented a project titled” Rehabilitation of Jomrokiyeh Irrigation System in Afrin”. Project aims to rehabilitate the Jomrokiyeh Irrigation System. Through this intervention, 376 farmers can access reliable and cost-efficient irrigation service for their fields.

  1. Objective

The purpose is to provide representatives of water users association with capacity building program to enhance and boost their management and administration skills enabling them to run the irrigation system and foster the coordination between the farmers.

  1. Scope of Work

The consultant conducts training sessions for farmers (3 groups/each group attends 3 days) on the following topics in alignment other terms:

  • Training Topics
  • Enhance the administrative and management skills of farmers.
  • Decision-Making and Problem-Solving Techniques.
  • Foster the capacity building of developing schedule for operation.
  • Enhance the concept of coordination between farmers and follow the needs.
  • Teach methods for monitoring the effectiveness of the Water User Association’s operations and evaluating the outcomes.
  • Negotiating skills.
  • Enhance the capacity for supervision of the financial committee.
  • Other terms
  • Management of staff working in the station and set a procedure for operation and maintenance.
  • Organizing the election process to choose the members of the Water Users Association and the Association’s Board of Directors, which consists of 5 people.
  • Develop organizational structure of Water User Association.
  • Empowerment of representatives to manage the operation of the station.
  • Develop/Assist in developing plans and strategies for responding to emergencies.

Deliverables

  • Training Materials (Presentation, supporting docs…)
  • Pre & post- tests and final results.
  • Full comprehensive report.
  • Photos for training.
  • Attendance sheet signed by attendees.

Training program

The training targets about 35 people, divided into 3 groups. Each group participates in 3-day training. The training schedule will be discussed later.

ACU rents the training hall and provides the refreshments.

Qualifications

  • At least 2 years of experience in training.
  • Holds a bachelor’s degree or higher in administration, or any equivalent.
  • Proven expertise in management and administrative training.
  • Preferrable: PMD, PMP, PgMD.
