CONSULTANT ON CLIMATE FINANCE At UN Office for the Coordination of Humanitarian Affairs

The consultant supports OCHA’s work on climate finance, such as funding allocations from OCHA-managed pooled funds in response to climate shocks. It will include a review of climate-disaster related allocations, as well as mitigation or adaptation relevant actions financed by the pooled funds to produce recommendations of additional actions that could be taken to incentivize limiting the carbon footprint, incentivize climate-smart humanitarian action.

In addition, the consultant will support OCHA’s engagement in formal climate change processes, such as UNFCCC and UNFCCC-related discussions with drafting submission papers and the IASC Climate Change Sub-Group.

The consultant may further work on recommendations for innovative financing structures and mechanisms that could help fund humanitarian action or generate resources with climate finance.

Work Location

Home-based with travel to New York.

Duties and Responsibilities

The job opening is located in the Humanitarian Financing Strategy & Analysis Unit (HFSA) of the Humanitarian Financing and Resource Mobilization Division (HFRMD), Office for the Coordination of Humanitarian Affairs (OCHA), New York. The consultant will be under the supervision of the unit’s climate change focal point. The position will require regular interaction with External Relations and Partnerships Section (ERPS), the Pooled Fund Management Branch (PFMB) and the Donor Relations Section (DRS) as well as with others working on climate related issues within OCHA.

Background

The science is clear: the climate crisis is a humanitarian crisis. Extreme weather-related UN humanitarian appeal requirements were approximately 800% higher in 2021 than in 2000. Over the past decade the top 12 most climate vulnerable countries experienced a 170% increase of people in need of humanitarian assistance and a $87 billion financial gap to fund crisis-related needs.

Over the past 15 years, the global OCHA-managed Central Emergency Response Fund, a pooled fund to which governments contribute for collective response – has spent nearly $2 billion on climate hazards across 86 countries. County-Based Pooled Funds managed by OCHA have spent approximately half a billion dollars on climate-related response since 2015. CERF and CBPF are recognized as flexible, fast financing tools to respond to humanitarian needs. They also have the ability to enable partners to reach the most vulnerable people affected by climate-related disasters in complex emergencies.

The new OCHA Strategic Plan 2023-2026 lists climate change as a driver of the accelerating increase in humanitarian needs.

Qualifications/special skills

A university degree in political science, climate change, international relations, international law, relevant technical field or other relevant area is required. An advanced university degree is desirable.
A minimum of three years of professional work experience in international relations, climate science or a relevant technical field is required.
Experience in research and writing high-quality reports are required.
Knowledge of a broad range of multilateral actors, such as UN agencies and International Finance Institutions is required.
Experience with climate change finance, including knowledge of GCF, GEF, bilateral climate finance programs and UNFCCC climate finance discussions, is required.
Experience designing or implementing adaptation, mitigation and loss of damage programs is desirable.
Knowledge of the Humanitarian Programme Cycle is desirable.
Experience in working under the rules and regulations of the organization and the working culture and methods of the United Nations Secretariat is desirable.

Languages

English and French are working languages in the United Nations. For this job opening, fluency in English is required.
