Consultant on the analysis of the impact of a full-scale war on the situation with HIV infection in Ukraine At Alliance for Public Health

The International Charitable Foundation “Public Health Alliance” announces a tender for the provision of consulting services on the analysis of the impact of a full-scale war on the situation with HIV infection in Ukraine

IBF “Alliance of Public Health” (hereinafter the Alliance) is a leading professional organization that, in cooperation with key public organizations, the Ministry of Health and other government bodies, fights against a number of epidemics, including HIV/AIDS and TB in Ukraine, manages prevention programs and provides quality technical support and financial resources to organizations on the ground. The mission of the Alliance is to reduce the spread of infections and mortality and to reduce the negative impact of epidemics by supporting public response to them in Ukraine, as well as by spreading effective approaches to prevention and treatment in Eastern Europe and Central Asia.

Procurement of consulting services is carried out within the framework of the program “Sustainable response to HIV and TB epidemics in the conditions of war and reconstruction of Ukraine for 2024-2026” in accordance with the Grant Agreement No. 3644 dated December 19, 2023 (grant name UKR-C-AUA), between The Global Fund to Fight AIDS, Tuberculosis and Malaria and IBF “Public Health Alliance”.

The purpose and tasks of the analysis:

The main goal is to assess the impact of Russia’s full-scale war against Ukraine and its consequences on the main indicators of HIV infection in Ukraine at the regional (regional) and national levels.

Methodology:

In order to achieve the goal, it is planned that a quantitative secondary analysis of data from national statistics on HIV and war-related indicators (for example, the number of IDPs, the region’s affiliation to a zone of active hostilities, etc.) will be carried out.

  • Data analysis period : January 1, 2020 – December 31, 2023 (two years before full-scale war and two years after full-scale war to enable trend analysis). Data at the lowest available level of aggregation in time (month or quarter) are used to analyze the dynamics of indicators.
  • Geography : the city of Kyiv and regions that were under the control of the Government of Ukraine until February 24, 2022.
  • Analysis stages:
    • Data collection on the following indicators of the result aggregated at the regional level:
      • Prevalence of HIV based on seroepidemiological monitoring (source – Public Health Center of the Ministry of Health of Ukraine), namely:
        • The number of people tested for HIV in the regions of Ukraine (in general, code 108. Donors, code 109.1 Pregnant) during the period
        • The number of positive results based on the results of population testing for HIV infection in the regions of Ukraine (in general, code 108. Donors, code 109.1 Pregnant) for the period
      • The number of newly diagnosed cases of HIV infection during the period
      • Indicator of timeliness of registration of HIV-positive persons – the percentage of people living with HIV who were registered during the period with a degree of immunosuppression < 350 cells/μl CD4
      • The number of PLHIV registered during the period and registered at the end of the period
      • Number of PLHIV who started ART during the period and are receiving ART at the end of the period
      • Number of PLHIV who were tested for viral load during the period, and of these, the number with viral suppression
    • Data collection on the following impact variables aggregated at the regional level:
      • Belonging to territories where hostilities are (were) being conducted or temporarily occupied by the Russian Federation (1 – territories of possible hostilities, 2 – territories where hostilities were (are) being conducted, 3 – de-occupied territories at the time of the analysis, 4 – regions , in which there were no active hostilities or temporary occupation). The data source is the order of the Ministry on Reintegration of the Temporarily Occupied Territories of Ukraine [1]
      • Duration of affiliation to the above territories
      • The number of internally displaced persons as of January 1, 2024, the data source is the Ministry of Social Policy of Ukraine. In order to receive data, a request will be made to receive data from the IBF “Alliance of Public Health” with further transfer to the consultant
      • Affiliation in PEPFAR regions by February 24, 2022
    • Clustering of regions taking into account the results of the analysis
    • Analysis of trends in outcome indicators at the regional and supra-regional level using regression methods to determine the significance of changes in trends.
    • Analysis of the relationship between outcome indicators and impact variables.
  • Presentation of the results : Based on the results of the analysis, a scientific publication should be prepared for a peer-reviewed international publication, as well as an online presentation of the results for specialists in the field of combating HIV infection in Ukraine.
  • Terms of performance of the activity : Until November 2024 inclusive.

Reporting documents:

  • Primary array of data for analysis in Excel format,
  • Final dataset used for analysis (format will be agreed separately),
  • Article based on the results of the analysis in Word format in English,
  • Presentation on the results of the research in PowerPoint format in Ukrainian.

General requirements for a consultant:

  • at least 7 years of experience in research and evaluation in the field of combating HIV infection and public health,
  • at least 5 years of experience in trend analysis and data triangulation,
  • proven experience of preparing scientific publications for peer-reviewed international publications
  • high level of mastery of SPSS/R/Excel tools relevant for the performance of services,
  • good analytical skills,
  • higher education in social sciences/statistics/epidemiology/public health,
  • experience of working with public, non-profit organizations,
  • high level of command of the English language.
