Consultant, Planning Monitoring Evaluation Reporting and Learning At International Federation of Red Cross And Red Crescent Societies

Job Purpose

The main purpose of this consultancy is to support ARCS to finalize the National Society’s Annual Report 2022 and planning monitoring evaluation reporting and learning (PMERL) framework and tools. The consultant will work with ARCS, IFRC and other Movement partners to:

• Ensure that the annual report meet required standards and are accurate, comprehensive, and well-structured. The report aims to provide stakeholders transparent and detailed account of ARCS’ operations and performance. tool for accountability.

• Develop PMERL framework and tools that spells out PMERL approach and standards and provides guidance to ARCS staff and volunteers on planning, monitoring, evaluation, capturing and utilizing learning and reporting of programmes, projects, operations, and services to address the needs and priorities of targeted groups and communities. The aim is to enable ARCS to increase quality and accountability of its services and programmes.

The consultant should have an understanding of the National Society’s context and be familiar with the IFRC PMER and learning terminologies and tools.

Job Duties and Responsibilities

Specific Tasks:

1. Prepare ARCS Annual Report 2022:

The report should demonstrate country context, ARCS capacity, major accomplishments, learning and challenges, good practices and impact of the services and programme to the target group and communities.

• Finalize layout and design of the report in consultation with ARCS and IFRC

• Develop narrative essays to achieve an appropriate standard tone throughout the report that resonates with its intended audience. In this, the consultant will work closely with the IFRC and ARCS PMER team based in Kabul.

• Include appropriate number of photographs that best capture the essence of the report and express the best intentions of the ARCS works in Afghanistan.

• Develop text and diagrams for several information pieces/stories of impact of appropriate length to be inserted in the report as standalone text boxes. This will be done in consultation with the ARCS and IFRC communications focal point/programme managers and coordinators based in the Kabul as needed.

• Develop a final presentable report.

• Draft of sample forewords/editorial statements on behalf of ARCS.

• Make any necessary alterations in consultation with the ARCS and IFRC leadership as well PMER-IM team.

• Submit final version of the report to the ARCS and IFRC leadership. undefined.

2. Prepare ARCS PMERL framework and tools linking with information management system.

• Review ARCS existing PMER framework and tools.

• Collect PMER needs of the programmes, projects and services of the ARCS.

• Collect M&E and reporting requirement of Movement partners, donors, and public authorities.

• Review existing learning approach and tools from ARCS and partners including IFRC learning framework and learn to lead tools.

• Develop PMERL framework and tools.

• Test the PMERL framework and tools.

• Finalize PMERL framework incorporating feedback from the testing.

Expected Deliverables:

• ARCS Annual Report 2022

• Inception report for ARCS PMERL framework and tools

• Draft ARCS PMER-leaning framework /tools

• Final ARCS PMERL framework and tools

The work of the consultant will be considered complete when ARCS annual report and PMERL Framework and tools are approved by the ARCS.

Proposed Timeline:

This is a flexible part-time role that will be conducted remotely with occasional visits to Afghanistan. The consultant support work envisioned will be conducted over a seven-month period. The consultant will be engaged on a contract to work for 80 billable days over the course of seven months: May to December 2023.

Education

-Relevant university degree in a related discipline such as Social Sciences, Economics, English from an accredited academic institution with at least 5 years of relevant professional experience

-PMER courses or equivalent knowledge

Experience

Required

-At least 5 years of experience within the Red Cross Red Crescent Movement

-At least 5 years of experience working in planning, M&E and reporting

-Experience in PMER related framework/tools development

Preferred

-Cross-cultural experience, working in Asia Pacific and preferably Afghanistan

Knowledge, Skills and Languages

-Demonstrable experience in writing multi-sectoral, multi-partner reports and communications products related to major disasters and crises.

-Excellent skills in writing narrative essays and producing graphic materials such as infographics and maps.

-Strong analytical skills and ability to clearly synthesize and present information as well as humanitarian impact stories and to prepare well-written and well-designed reports in a timely manner Strong team leadership and management skills including negotiation, facilitation and time management.
