Context and Core Functions / Responsibilities
IOM supports the Ministry of Health in strengthening the health sector in Iraq, working closely with the Departments of Health at the governorate level, UN agencies, and other health actors.
Under the overall supervision of the Chief of Mission and Deputy Chief of Mission, and the direct supervision of the Head of the Migration Health Division, the successful candidate will be support the coordination of the technical components of IOM’s health programming in conflict-affected areas, in support of humanitarian response, durable solutions, social cohesion, and peace building As such, IOM Iraq seeks to recruit a consultant who would be engaged and who would support the implementation of the MMPTF fund in Iraq.
Core Functions / Responsibilities
The following main duties will comprise in the Consultant’s main scope of work:
- Actively contribute to the coordination of the joint program in Iraq, facilitating collaborative efforts for a unified approach.
- Conduct vulnerability and adaptation assessments to gauge the health impacts of climate change, using migrant-inclusive and gender-sensitive approaches.
- Enhance the capacity of government officials to integrate a gender-sensitive human mobility perspective into local public health adaptation and resilience plans.
- Guide the formulation of a public health adaptation strategy that accounts for the nuances of migration and gender considerations.
- Aid in crafting a local-level resilience plan that addresses health responses to gender and migration challenges.
- Engage in additional MMPTF project activities as required, ensuring robust communication and the successful execution of related tasks.
- Performance indicators for the evaluation of results
Performance will be evaluated based on active participation and contributions to project meetings, the quality and completion of analytical and strategic documents, including assessments and reports, and the development of capacity-building materials. Additionally, the Consultant’s ability to support project coordination and provide technical assistance across various program facets will be key measures of success.
- Reporting and Feedback: Regular progress reporting and engagement in structured feedback sessions will facilitate transparent communication and alignment with project objectives, ensuring adherence to the highest professional standards.
- Stakeholder Engagement: The Consultant will engage with government, civil society, and UN agencies to foster a collaborative approach to achieving the program’s goals, with a particular emphasis on integrating a migrant-inclusive perspective into public health strategies.
- Ethical Considerations: The Consultant will uphold the highest ethical standards, particularly in research, data handling, and engagement with vulnerable populations, ensuring respect for diversity and inclusion throughout their tenure.
Required Qualifications and Experience:
Education
- Master’s degree with 3 years of experience in public health, medicine, nursing, environmental health, social sciences, or any related field.
- Bachelor’s degree in the above-mentioned fields with an additional 4 years of relevant experience
Experience
- Knowledge and experience in working in the humanitarian field and the healthcare sector;
- Skills and knowledge in working on issues related to climate change in migrant-inclusive settings;
- Strong understanding of cross-cutting principles and concepts of human rights, gender responsiveness, and child-sensitivity;
- Proven ability to efficiently deliver project tools, reports, and documentation;
- Experience and ability to coordinate and work with multiple partners including UN agencies, governmental authorities, as well as civil society.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Travel required: Yes
- Travel within Iraq is required.
Languages:
- Fluency in English is required, fluency in Arabic is strongly desired
