II. BACKGROUND AND JUSTIFICATION
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The EHoA Regional Strategy 2020-2024 recognizes the importance and value of strategic engagement with Member States and Regional Economic Communities. The project will provide an opportunity for strategic partnership and relationship building at the Ministerial and Executive Secretary level to promote and support IOM’s work within the regional integration agenda currently being pursued.
This project will also serve as a pilot in implementing regional strategies aligned to the new strategic vision, reporting on progress achieved and documenting lessons learned. Through it, we aim to strengthen and support IOM’s reporting towards its strategic vision at the global and the regional level and document core lessons and provide tools that can be shared within the IOM family to guide the implementation of regional plans in future as well as in other regions.
The project is proposed against the background of the OIG biannual plan to evaluate the EHOA regional strategy in 2022. Focus will be given on the rollout of the SRF to the missions including supporting the development of country strategies (aligned to the global vision) and, articulate relevant milestones and targets for the monitoring plan in the process. In addition, it is envisaged the project will provide data that can help identify challenges and weaknesses in the implementation of the strategy to allow necessary adjustments to be made so we continue to serve our Member States and beneficiaries.
III. OBJECTIVES
The objective of the consultancy is to support the Kenya Country Office to develop implementation plans for the IOM Kenya Country Strategy 2021-2025 and align the strategy to regional and global frameworks/strategies as relevant.
IV. SPECIFIC TASKS OF THE CONSULTANCY
Under the overall guidance of the Head of Programme and Policy Development and the direct supervision of the Head of Mission and Support and Innovation, the Consultant will be expected to:-
The incumbent will provide support to Mission Support & Innovation Unit, Kenya Country office under the Regional Strategic Plan: Effecting and Monitoring Progress Towards Results project (KE99P0534).
The project is focusing on:-
- development/alignment of country strategies,
- developing implementation plans of country strategies,
- activities to support implementation of country strategies.
Tasks to be performed under this consultancy include:-
- Provide support in developing Mission Result Matrix to monitor strategy implementation.
- Provide support in developing/strengthening SoPs/Guidance notes.
- Conduct a private sector engagement scoping study for IOM Kenya.
- Provide support in develop Donor Engagement Strategy and donor profiles
- Develop monitoring framework for KCO strategy
- Perform other duties as may be required.
V. EXPECTED DELIVERABLES
- 1 IOM Kenya Country Mission Result Matrix aligned to KCO strategy is produced by month 3 of the consultancy
- 1 Monitoring framework for KCO strategy developed by month 2 of the consultancy
- 1 Donor Engagement Plan developed by month 4 of the consultancy
- 1 Private sector scoping study completed by month 4 of the consultancy
VII. QUALIFICATION AND COMPETENCIES REQUIRED**
Education and experience
Education
University degree in Social Sciences or a related field from an accredited academic institution.
Experience
- Experience in working for international organizations and/or international context with experience in migration policy issues, human rights, local governance.
- Strong analytical and writing skills; experience with policy-oriented documents and publications (ideally for international/regional organizations) is an advantage
- Four – Five years’ experience in developing strategies and ability to timely understand the Organization’s structure and portfolios
- Strong experience in the development of a roadmap for national strategy aligned with global frameworks and other relevant strategy.
