CONTEXT:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 172 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951 and now active in over 440 field locations worldwide, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, in order to maximize its benefits and minimize its negative effects.

Mozambique is highly vulnerable to climate change and is one of the most disaster-prone countries in the world, ranking among the top 20 countries prone to multi-hazard risks. Mozambique faces a triple humanitarian crisis that includes conflict in the Northern provinces, reoccurring disasters related to natural hazards due to climate shocks, and the impact of the COVID-19 pandemic.

Following the cyclones and floods that have hit Central Mozambique over the last 4 years, there is much evidence that the cyclone-affected populations have been very dynamic in re-starting their own livelihoods, and to the degree possible, in initiating repair or reconstruction of their own housing. In many cases, this has been aided through the re-use of rubble or other discarded construction materials, or (in rural areas) through the harvesting of local natural materials used for housing and shelter. However, there is many households who have not had the resources to start the recovery process, and who remain in very vulnerable houses some of which have been recovered without the technical knowledge to make their efforts truly safe or sustainable.

To ensure a safe and resilient environment for the reconstruction, the Government of Mozambique is committed to implement the Cyclone Idai and Kenneth Emergency Recovery and Resilience Project (CERRP), which is funded by the World Bank and created with the purpose to support the recovery of public and private infrastructure and livelihoods while strengthening climate resilience in the areas most affected by Cyclones Idai and Kenneth. In this context, IOM has been selected as implementing partner for the support in reconstruction and retrofit of 6,672 houses in the district of Beira (Sofala Province).

The Consultant (Supply Chain Specialist) will support the IOM Beira Supply Chain Unit to deliver the project milestones in a timely manner and must be acquainted with IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics. Under the overall guidance of the Head of Resource Management and direct technical supervision of Supply Chain Officer in Beira; and in close coordination with the Project Manager, the consultant will be responsible for performing wide range of supply chain activities including but not limited to market survey, soliciting and evaluation of bids, awarding contract, contract management, and vendor management.

RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Monitor and oversee all procurement actions, including supply and contractual agreements for goods, services and works.
  2. Assist the Supply Chain Officer in the implementation of project’s procurement plan taking into account deadlines, priorities, and availability of financial resources, operational feasibility, procurement modalities, and alternative scenarios.
  3. Liaise with the Supply Chain Officer regarding procurement needs, consolidate overall procurement requirements and optimize purchasing power. Propose and implement strategic adjustments towards increasing the effectiveness and accuracy of IOM Procurement procedures.
  4. Support all procurement transactions and analyze them for conformity with specified requirements. Ensure sourcing and collecting proper and valid credentials, and any other supporting documents, needed to accredit vendors/contractors before any contractual actions being taken.
  5. Properly process all procurement transactions in accordance to IOM procurement rules and regulations as well as in line to the Mission’s Delegation of Authority (DOA) matrix.
  6. Oversee bidding processes, solicit bids and quotations, participate in the evaluation and selection of vendors, confirm terms of payment and finalize contractual terms.
  7. Coordinate the development of a roster of vendors including suppliers, service providers, and contractors. Conduct regular review of the performance indicators with involvement of Programme Focals.
  8. Follow-up on purchase orders status and keep project managers and other requisitioner abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions
  9. Perform such other duties as may be assigned.

Performance indicators for the evaluation of results

The consultancy will be evaluated against the below indicators:

  • Monthly reports with the progress on the delivery of the consultancy tasks above mentioned.
  • Reports submitted and showing clear recommendations of the actions to be carried on

EDUCATION

  • Master’s degree in supply chain management, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • university degree in the above fields with four years of relevant professional experience

EXPERIENCE/SKILLS

  • Experience in managing diverse procurement and logistics operations; and,
  • Demonstrated experience in providing training and transfer knowledge to co-workers, managing vendors and suppliers.
  • Experience with international humanitarian organizations, non-government organizations in a multi-cultural setting
  • Experience in the Southern Africa and/or in emergence response context is advantageous.
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of SAP is an advantage.
  • Ability to work under minimum supervision.

LANGUAGES

Fluency in English is required. Working knowledge of Portuguese is desirable.

Travel required

  • The consultant will be based in Beira field office and will be required to travel on duty as per the Project needs.
