Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

1. ORGANIZATIONAL CONTEXT AND SCOPE:

Under the direct supervision of the Program Officer (Policy) and under the overall supervision of the Head of Labour Migration and Human Development in IOM Thailand, the successful candidate will support IOM in fostering an exchange of good practices to promote ethical recruitment and decent work of migrant workers 1) across all industries and 2) in the garment, textile, accessories and footwear industries in the Indo-Pacific region.

IOM is seeking to develop two Guidelines:

1) the Practical Solutions for Business and Government to Better Protect Migrant Workers in Indo-Pacific Supply Chains across all key industries**;**

2) the Practical Solutions for Business and Government to Better Protect Migrant Workers in Indo-Pacific Fashion Supply Chains focused on the garment, textile, accessories and footwear industries in the Indo-Pacific region**;**

The Guides will aim to:

· Identify business and government practices, policies and procedures to promoting fair and ethical recruitment and employment of migrant workers that can be scaled up by the governments and private sector across the region 1) across all industries and 2) in the garment, textile, accessories and footwear industries;

· Foster exchange of good practices to promote fair and ethical recruitment and decent work of migrant workers, especially women migrant workers;

· Showcase examples of how public and private sector can effectively collaborate to promote fair and ethical recruitment and employment of migrant workers.

The Guidelines should be based on secondary and primary research, including review of relevant publications and key informant interviews. They should document practical examples of practices, policies and procedures to promoting fair and ethical recruitment and employment of migrant workers in line with the Global Compact for Safe, Orderly and Regular Migration (GCM), Objective 6: Ethical Recruitment, the Act, Acknowledge, Advance (AAA) RecommendationsThe Montreal Recommendations on Recruitment: A Road Map towards Better Regulation, the UN Guiding Principles on Business and Human Rights (UNGP) as well as forthcoming Migrant Worker Guidelines developed by IOM.

Key Milestones of the consultancy will include:

1) Developing of desk reviews summarizing business and government practices, policies and procedures to promoting fair and ethical recruitment and employment of migrant workers in selected countries;

2) Documenting case studies showcasing business and government practices, policies and procedures to promoting fair and ethical recruitment and employment of migrant workers following key informant interviews with internal and external stakeholders identified jointly by the consultant and IOM;

3) Finalizing the Guidelines incorporating the feedback from the IOM focal points.

4) Presenting the Guidelines during a multi-stakeholder event scheduled to take place between January-February 2022.

Through this call, IOM Thailand aims to identify a consultant that can lead the development of both Guidelines.

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

The successful candidate will have the following duties and responsibilities:

  1. In consultation with relevant IOM focal points in Bangladesh, Cambodia, Indonesia, India, Jordan, Lao People’s Democratic Republic, Malaysia, and Thailand identify key public and private stakeholders whose practices should be documented.
  2. Develop general overview of research methodology, outlines of the guidelines and workplan for approval of IOM.
  3. Carry out research activities to complete the Guidelines including but not limited to (a) secondary literature review, (b) internal literature review, (c) key informant interviews, and (d) assessment of relevant policies and procedures indicated as examples of best practices.
  4. Finalize two comprehensive Guidelines (30 pages each) that will include: a standalone executive summary, background, best practices, case studies, set of recommendations, methodology, conclusion and annexes.
  5. Develop basic infographics, graphs, maps and tables to be included in the report as requested.
  6. Present the Guidelines to IOM focal points in respective missions for comment and final endorsement.
  7. Present the Guidelines during a multi-stakeholder event scheduled to take place between January-February 2022
  8. Finalize the produced reports for external publication, including copy-editing in line with IOM house style manual.
  9. Perform such other duties as may be assigned.

IOM’s Responsibilities

IOM missions will be responsible for:

· Providing guidance on methodology and outlines of the guidelines

· Facilitate consultant’s access to information and resources as required

· Review the guidelines and provide feedback and inputs

· Facilitate connections with business and government counterparts and provide translation services as necessary

4. EDUCATION AND EXPERIENCE:

· Bachelor or preferably Masters’ degree in Social Sciences, Laws, International Development, Business Management or related field and at least 5 additional years of relevant experience;

· At least five (5) years’ technical experience in fields related to Migration, Journalism, Business and Human Rights, Supply Chains, ESG Governance, Social Auditing and Due Diligence, Compliance (knowledge on migrant workers is preferred);

· Previous experience of working with UN and developed guidelines is key asset;

· Previous experience in developing guidelines, practices and standards is a strong asset.

· Previous experience in report drafting especially on business writing is a strong asset.

· Strong multi-task prioritization, organizational, coordination and time management skills.

· Ability to work in a multi‐cultural environment and respect diversity.

· Teamwork oriented but with a capacity to work independently.International Organization for Migration

· Confident English writing and communication skills.

· Confident user of MS Officer applications and communication platforms such as Skype for Business, BlueJeans, CISCO WebEX.

· Personal commitment, efficiency, and flexibility. Strong interest in the issue of business and human rights, supply chains due diligence, labour migration and anti-trafficking in persons;

· Solid understanding of the norms of professional ethics.

5. LANGUAGES

Required: Highly proficient in spoken and written English.
