Consultant to Support Development and Implementation for National Campaign on Victim Identification and Referral in Thailand At International Organization for Migration

1. ORGANIZATIONAL CONTEXT AND SCOPE:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. In Thailand, IOM has been implementing various of migrant assistance and protection, as well as counter trafficking programing, since 1990s. With a population of 4.9 million, Thailand is a hub for both regular and irregular migration in the Southeast Asia region. The majority of migrants from Cambodia, Lao People’s Democratic Republic, Myanmar and Viet Nam use irregular channels to enter Thailand. The Royal Thai Government has prioritized policy and programming to counter trafficking in persons and smuggling of migrants, including through support of IOM.

Under its Migrant Assistance and Counter-Trafficking Unit (MACTU) IOM Thailand implements the IDF funded project, “Strengthening Identification and Referral of Victims of Trafficking in Thailand”. The project aims to build the capacity of the Royal Thai Government and civil society counterparts to better identify victims of trafficking and respond to their individual needs through a coordinated referral process.

To contribute to RTG’s efforts to preventing trafficking in persons and to build the awareness and understanding of the community on how to effectively refer suspected victims of trafficking for identification and assistance, IOM aims to support the Department of Anti Trafficking in Persons of the Ministry of Social Development and Human Security (MSDHS) to develop and implement a national awareness campaign on Trafficking in Persons, with specific focus on trafficking indicators and referral system on identification, assistance and referral which available for victims of trafficking in Thailand.

The overall objective of the development of campaign material is to enhance access of information for frontline officers from government and non-government institutions, as well as public community on victim assistance and protection mechanism in Thailand. By doing so, the consultant in close coordination with IOM, MSDHS and Steering Committee of the NRM will develop key messages on indicator of TIP, how to conduct screening for VOTs, available services for VOTs based on National policies as well as referral system for victim identification and assistance. The campaign material will be designed for national campaign which will be distributed in seven targeted provinces. The campaign material will be developed based on communication for development approach[1] and translated in three main languages Thai, Myanmar, Khmer.

Under the overall supervision of the Project Manager and in close coordination with National Project Officer of Counter Trafficking, the successful candidate will be responsible for developing the communication and campaign methodology, campaign materials, disseminate the material and conduct monitoring and evaluation of the campaign activities, in coordination and consultation with the government, non-government partners and communities.

Geographical scope and communities targeted

The campaign will be rolled out at national level and in seven provinces. Detail of campaign location will subject to MSDHS and NRM Steering Committee approval.

Type of interventions expected

The type of interventions will be determined based on consultations with MSDHS and NRM Steering Committee, noting that the objective of the campaign is to strengthen the referral process for victims of trafficking, including government and non-government actors, particularly who actively identify and refer presumed victims to available services in Thailand.

2. RESPONSIBILITIES AND ACCOUNTABILITIES

The Consultant will undertake the following responsibilities:

Planning and implementation

1. Liaise and coordinate with DATIP and MSDHS to develop a communication and campaign strategy on prevention of trafficking in persons and smuggling of migrants through a C4D approach, and ensure its implementation in coordination with IOM team as well as other stakeholders, including:

o Detailed breakdown of activities and approaches

o Detailed breakdown of the location and timeline of each activity including persons in charge.

2. Arrange community level consultations for the development of key messages

3. In coordination with IOM staff, as well as relevant national stakeholders from respective ministries, develop multimedia and multilingual awareness raising materials including brochure, poster, infographics, social media content, and other communications tools regarding victim identification and referral in Thailand.

4. Ensure implementation of the awareness raising campaign are in-line with campaign strategic documents and the activities are coordinated with implementing partners and relevant stakeholders.

5. Work closely with IOM team to provide update of the mission’s social media account as well as webpage.

6. Lead the organization of events and activities as appropriate aimed at improving public knowledge on trafficking in persons issue, particularly identification and referral process of victims of trafficking based on Government policy

7. Coordinate and maintain close relations with other IOM and other relevant partners regarding the implementation process of project activities and to showcase synergy among partners.

Monitoring and Evaluation

8. Develop a detailed monitoring and evaluation plan, including logical framework, indicators, roles, and responsibilities of designated persons in the organization.

9. Monitor the effectiveness of campaign activities including the quality of the campaign in line with the standard monitoring procedures and instructions of IOM.

Reporting

10. Submit monthly activity reports to IOM

11. Document every activity and performance by report, pictures, and participants list.

12. Develop final report of the campaign activities, including monitoring result and best practices (if any) of the activities.

3. QUALIFICATIONS

Education:

• Master’s degree in Political Science, Mass Communication, Journalism, Public Information, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experiences:

• Demonstrated experience in designing and implementing social and behavioural change and communication campaigns, including through communication 4 development approaches, and developing

• Previous experience writing and reporting in migration, trafficking in persons and smuggling of migrants, or general development and crisis contexts.

• Demonstrated work experience and strong knowledge of migration issues in Thailand.

• Strong organizational and editorial skills.

• Ability to timely understand the Organization’s structure and portfolios.

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Practical experience of how-to multi-task, prioritize and work independently.

Languages:

Fluency in English and Thai.
