The Peace Project aims to support locally-led peacebuilding with the strategic objective of strengthening and supporting religious actors and other local peacebuilders. The project aims to transform harmful beliefs and “othering” into social trust, bridge intergroup divisions towards cohesion, and influence conflict-sensitive and inclusive policies at the local, national, and international levels. The Peace Project’s approach focuses on:
- The constructive role of religion: recognizing the normative influence, mobilizing power, and vast network of religious circuits in promoting positive change.
- Individuals as “peace catalysts” to inspire and initiate transformative change.
- Linking local realities to each other and to broader national, regional and international policies/practices.
- Embrace flexibility, continuous reflection and learning for adaptive programming.
- Trauma healing as a fundamental prerequisite for peace, security and well-being of communities and peacebuilders.
- Engaging women and youth in peacebuilding efforts.
- Addressing the underlying harmful beliefs that fuel distrust, hatred and violence
- Locally-led development that empowers communities, CSOs and decision-makers to set their own agenda, develop solutions and mobilise resources, including to influence policies in their contexts.
What will you do?
The national baseline study will be conducted in Burundi and the Democratic Republic of Congo. The study will focus on understanding the social context of peacebuilding efforts in the different communities we work with, and ultimately assess the effectiveness of the program in building social cohesion and influencing policymaking. This study will focus primarily on the Beliefs and Connections pathway in the theory of change. The objectives of the baseline study are:
- Understand the social, cultural and contextual dynamics in the communities where the Peace Project is implemented, particularly those that influence peacebuilding efforts and social cohesion.
- Assess existing fault lines, tensions and dynamics that challenge community-level peacebuilding, as well as opportunities for stronger social cohesion and intergroup trust.
- Assess the current capacities and approaches of national partner organizations and local stakeholders to lead peacebuilding efforts in fragile and conflict-affected contexts (FCAS).
- Establish baseline values for indicators related to social cohesion, community trust and intergroup relations, as outlined in the Peace Project’s outcomes framework, providing a solid basis for assessing changes over time.
- Document and assess community-level perspectives on peacebuilding efforts, including local narratives, initiatives and needs, to ensure programming remains adaptive, locally driven and relevant to the communities involved.
- Provide recommendations to strengthen community-level peacebuilding pathways in the theory of change, ensuring alignment with the programme’s intermediate and long-term objectives.
- Identify synergies and areas of collaboration between national partners, local communities and stakeholders that can improve the effectiveness of peacebuilding strategies.

Qualifications:
• At least 5 years of demonstrable experience in community-based qualitative research and/or evaluations, including baseline studies.
• Strong knowledge of peacebuilding, conflict resolution and community dynamics, particularly in conflict-affected contexts.
• Familiarity with participatory methodologies and research approaches.
• A postgraduate degree in development studies, sociology, anthropology or related disciplines.
• Experience working with diverse groups, including women, youth and religious actors.
• Excellent verbal and written communication skills in French, with knowledge of relevant local languages. English is appreciated.
• Ability to respond to feedback and questions in a timely manner.

What should you do?
The policy-level baseline study will be conducted in three parallel tracks – Burundi and DR Congo; Uganda and South Sudan; International. The policy-level study will focus on assessing the current state of affairs in the policy sphere, identifying relevant laws and policies (and their implementation) that exacerbate conflict and tensions, and identifying lobbying and advocacy agendas and spaces that can be used by the Peace Project (at local, national, regional and international levels). The results of the study will be used to identify the Peace Project’s progress in influencing policy and advocating for more inclusive policies. This study will focus primarily on the Conditions track in the Theory of Change. The objectives of the study are to:
• Identify key policies to be influenced in the country, at local, sub-national and national levels through the Peace Project. The laws and policies identified should be relevant to the themes and dividing lines identified in the Peace Project (assessed by the baseline study at the national level) and to the organizations’ past experience in policy influence (assessed by the baseline study at the program level).
• Identify key policies to be influenced at regional and international levels (Great Lakes region, African Union, European Union, United Nations, etc.) through the Peace Project, which are relevant to the Peace Project themes (assessed by the baseline study at the country level) and also to the past experience of organizations in policy influencing (assessed by the baseline study at the program level).
• Identify key lobbying and advocacy spaces and agendas at various levels that can be included in the scope of the Peace Project (nationally and internationally).
• Determine how policy influence at local, sub-national, national, regional and international levels interact and feed into each other.
• See how information and evidence from local partners’ activities and programming are used to influence policy at various levels.
• Establish a comprehensive baseline that provides relevant data and information to inform the Mid-Term Review (MTR) and Final Evaluation, thereby ensuring continuity and consistency in assessing progress, challenges and impacts throughout the lifecycle of the Peace Project and approaches to working with fragile and conflict-affected countries (FCAS).

• At least 5 years of demonstrable experience in conducting evaluations, particularly on policy influence.
• Strong knowledge of lobbying and advocacy, policy influencing, peacebuilding, conflict sensitivity, local approaches, monitoring, evaluation and learning, particularly in contexts affected by violent conflict.
• Affinity with lobbying and advocacy at various national and international levels. • A postgraduate degree in research-oriented social sciences, such as development studies, political science, public policy, sociology or related disciplines.
• Excellent verbal and written communication skills in French (DRC and Burundi); English is appreciated.

What are you going to do?
The Country-level baseline study will be conducted in Burundi and DR Congo. The study will focusing on the understanding the social context of peacebuilding efforts in the different communities we work with, and to eventually evaluate the effectiveness of the programme in building stronger social cohesion and influencing policy-making. This study will mainly focus on the Convictions and Connections pathway within the theory of change. The baseline study’s objectives are to:

What are you going to do?
The Policy-level baseline study will be conducted in three parallel streams – Burundi & DR Congo; Uganda & South Sudan; International.
