TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: Professional services in support of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters of El Salvador for the preparation of documents related to the prevention and mitigation of disasters, with emphasis on the protection of the migrant population.

  4. Project Context and Scope:

El Salvador has been characterized as a country with high exposure to geophysical and hydrometeorological threats derived from its geographical location and topography, in addition to the high vulnerability of its human settlements.

In the last 20 years, El Salvador has recorded 12 large-scale disasters, which have resulted in more than 4,000 deaths. The most impacted population has been women and girls, due to vulnerable conditions. In this sense, disaster risk must be managed in order to foresee the possible losses and effects that an event may generate in a particular community or society, including those migrants located in countries with greater vulnerability to multiple threats. , at the same time that actions are defined to make society more resilient in the face of disasters, not only reducing vulnerabilities, but generating the capacity to rebuild, resume life and to adapt to the changing conditions resulting from the disaster.

Disasters are increasingly recurrent and, from the perspective of planning, their essence lies in creating a culture of foresight. To do so, recovery must go beyond replacing or repairing the affected infrastructure and work on the determining factors of disasters. unsustainability and risk. While responding to the most urgent needs of the affected population, all opportunities for change must be seized to achieve sustainability of recovery efforts and lay the foundations for new development.

Being the General Directorate of Civil Protection, Prevention and Mitigation of Disasters (DGPC), an institution dependent on the Ministry of the Interior and Territorial Development, the main entity to coordinate disaster risk management is, whose main mission is to coordinate the development of capabilities of the country, for the comprehensive management of disaster risks, through the articulation of the National System of Civil Protection, Prevention and Mitigation of Disasters, which contributes to safeguarding human life in risk situations and the well-being of the country’s inhabitants, as well as , safe and sustainable development. Therefore, have long-term planning that develops the actions that must be carried out in terms of improving knowledge of disaster risk in the national territory; Disaster Risk Reduction in Planning and disaster recovery becomes essential; develop activities of the Disaster Risk Management processes, exercising its function according to best practices, to achieve results, respecting the institutional objectives, standards and procedures of the DGPC. Promoting strategic plans, programs, projects, implementation strategies to promote the prevention and mitigation of disaster risks.

Under the principle of promoting orderly, regular and safe migration, the International Organization for Migration, within the framework of the Regional Program on Migration, in coordination with the General Directorate of Civil Protection, Prevention and Mitigation of Disasters, requires external expertise for the development of professional services consulting for the development and updating of internal regulations in support of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters of El Salvador.

IOM implements the Regional Program on Migration from the Regional Office for Central America, North America and the Caribbean, with funding from the Office of Population, Refugees and Migration of the United States Department of State. This Program aims to build government capacities to manage migration in a sustainable and humane way; it is currently present in 11 countries in Mesoamerica and the Caribbean. Its actions focus on promoting good governance of migration by governments, to reduce irregular migratory flows and the vulnerabilities of migrants, human trafficking and smuggling of people.

The Program, in its Phase XIV, will develop actions aimed at strengthening the capacities of Government institutions, to manage all forms and impacts of mobility in emergencies and crises, especially those that are in situations of vulnerability, promoting actions that guarantee the integration of migrants into emergency prevention, preparation and response systems, seeking the beginning of a migration that benefits all people.

6. Category A Consultants: Tangible and measurable outputs of the work assignment

Consulting Objective

Provide technical and methodological support to the General Directorate of Civil Protection, Prevention and Mitigation of Disasters in the process of preparing and updating internal regulations, regulations related to the prevention and mitigation of disasters, with emphasis on the protection of the migrant population, as well as other operational support activities as assigned.

Activities to perform:

  1. Prepare and present a work plan, methodology and schedule of activities to be developed within the framework of the consultancy.
  2. Provide advice to officials of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters on trends, policies, standards and practices regarding disaster risk management, which are relevant to the institution’s efforts to develop effective strategies in this area.
  3. Participate in action coordination and planning meetings, with the corresponding areas of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters; as well as with the IOM, when required.
  4. Provide technical support for the preparation and updating of internal operational documents of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters, related to the prevention and mitigation of disasters, with emphasis on the protection of the migrant population, as well as national documentation. following: Operating procedures, protocols, instructions, operations orders, plans, implementation strategies, manuals, among others.
  5. Provide logistical and technical support in the development of courses, construction workshops, review and validation of regulations and operational documents of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters, as well as in the process of calling for institutions and organizations.
  6. Provide support in the construction of concept notes, instruments, guides, briefings, methodological letters, among other documents necessary for the implementation of the entrusted activities and the collection of inputs.
  7. Carry out sessions with the IOM technical team with the aim of including the migrant population in prevention and recovery processes, including the MICIC Guidelines in order to increase protection, reduce vulnerability and improve responses to disasters. needs of migrants during crises.
  8. Present to the coordinating team, both from the DGPC and IOM, the draft of the documents created and make adjustments, if there are observations.
  9. Prepare reports on activities and progress of results on a monthly basis, which must have the approval of the General Directorate of Civil Protection, Prevention and Mitigation of Disasters, through the General Subdirectorate and the Planning, Development and Planning Unit. Cooperation. Which must subsequently be sent to the IOM for validation.
  10. Present to the DGPC and the IOM the systematization of the documents and supports generated from the consultancy for validation.
  11. Other activities that are entrusted to support the DGPC, as well as by IOM, complying with high quality standards.

7. Performance indicators for the evaluation of results

Operational aspects

  • The consultant undertakes to attend the coordination meetings that the relevant officials of the General Directorate of Civil Protection (DGPC) as well as the IOM, deem appropriate for the proper organization and execution of the consultancy.
  • Establish the programming of consulting activities in coherence with the activities of the DGPC staff.
  • Present in advance the requirements for calls and resources necessary for the work days.
  • Present evidence of the implementation of the activities that the DGPC and the IOM deem necessary.

8. Education, Experience and/or skills required

Individual consultants who demonstrate experience and knowledge of the topics, methodologies, among others, may participate in the offer of services to carry out the consultancy, through reports, previous consultancies carried out, letters of reference, academic training, among others. .

Education

  • Professional with studies in areas related to environmental sciences, disaster risk management, such as engineering, social and economic sciences, among other related careers.

Experience

  • Verifiable experience in the development of consultancies similar to those proposed in these terms of reference.
  • Experience in the design and development of planning instruments, as well as those related to disaster risk management.
  • Experience working with government institutions, non-governmental organizations and other strategic actors.
  • Proven experience in work related to institutional aspects of the National Civil Protection and Disaster Risk Management Systems.
  • Good command of data processing programs: Excel, Access, Word, Power Point, as well as other programs in the Office package or other systems.

9. Travel required

The consultancy will be carried out in the city of San Salvador, in close collaboration with the DGPC. The consultant must remain at the DGPC facilities for fluid and timely coordination in the development of activities.

If the need arises to move within the country, the consultant must assume the related expenses.

Relevant aspects to take into account

  • The consultant will be in charge of the logistical processes that involve the activities within the consultancy. Regarding the holding of workshops or focus groups, the IOM will cover the costs of said activities, prior agreement with the DGPC and according to the technical proposal and methodology to be used by the consultant.
  • The person will deliver the reports of activities implemented on the agreed dates by electronic means, and to the satisfaction of the supervisors of this consultancy. In that sense, the reports must have the approval of the DGPC, prior to sending them for approval. final by IOM.
  • Payment will be subject to approval by the DGPC and the IOM and will be made monthly.
