  1. Project context and scope:

The incidence of climate change is increasing throughout the planet, having significant economic, social and environmental impacts, which increase existing problems or situations of vulnerability. This trend will continue according to what is indicated in the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (2021), stating that, in the medium and long term, displacements will increase with the intensification of heavy rainfall and associated flooding. , tropical cyclones, droughts and, increasingly, rising sea levels; noting that the countries of northern Central America are among the most sensitive regions to migration and climate-related displacement.

The Government of Salvador, through the Ministry of Environment and Natural Resources, has developed environmental and climate policy instruments, aimed at conserving and restoring ecosystems and biodiversity, improving environmental conditions and natural resources, promoting adaptation to climate change and generating resilience, all of these situations that affect an eventual decision of permanence or human mobility. In 2022, the National Climate Change Plan (PNCC) was made official, prepared jointly with various government institutions, with the general objective of establishing the programmed and coordinated response to the effects of climate change, for the construction of resilience and the transition towards the decarbonization of the economy.

The Plan recognizes among the adverse effects of climate change, the increase in migration or population displacement in the face of losses and damages to agriculture, productive assets, housing, geographic areas of residence or work, infrastructure and public services. To address this situation, it proposes strategic actions in the agricultural sector, ecosystems and biodiversity, and water resources management, focused on reducing risks and strengthening capacities to minimize adverse effects.

Likewise, in 2021, it updated its Nationally Determined Contribution of El Salvador (NDC), which contains the country’s commitments regarding mitigation and adaptation to climate change, in various sectors. Actions in agriculture, forestry, biodiversity, water resources and health include protection, conservation and improvement of natural resources and ecosystems and agroecosystems, which seek to strengthen the capacities of producers and make productive processes more efficient, allowing them to improve their conditions. of life and the environment, which contributes to permanence in their localities or avoiding forced migration.

However, these actions have not incorporated human mobility in their analysis or in their results, so it becomes relevant to review them to identify those that may include it or propose new ones, in order to be interventions that contribute to better living conditions. , reducing the potential for migration or that may be part of reintegration.

In this way, it will also contribute to the work carried out in the National Coordination Mechanism on Human Mobility of the Ministry of Foreign Affairs and, specifically, in the Environmental Factors Axis, led by the MARN with the participation of other institutions. by generating capacities and providing technical knowledge to define actions that contribute to advancing the issue and meeting the objectives of the Global Compact for Safe, Orderly and Regular Migration.

  1. Objectives of service provision

General objective

Incorporate the human mobility variable into actions of climate planning instruments.

Specific objectives:

  • Support national efforts aimed at preventing forced migration resulting from environmental factors to the extent possible.
  • Provide assistance and protection to affected populations when forced migration is imminent in situations of environmental and climate change, and seek lasting solutions to their situation;
  • Facilitate orderly, safe and regular migration in the context of adaptation to climate change and improve the resilience of affected communities.
  • Design measures for disaster risk reduction, adaptation to climate change and environmental sustainability.

  1. Category B Consultants: Tangible and measurable products of the assigned work

El Salvador, based on Article 3 of the Paris Agreement, presented on January 3, 2022, the Update of its Nationally Determined Contribution, before the United Nations Framework Convention on Climate Change.

Activities that the Consultant must carry out:

  1. Identify and define, with the Technical Commission, the methodology to be applied for Mainstreaming human mobility in climate planning in El Salvador.
    1. Technical meeting to explain the process, expectations and sources of information with the Technical Commission.
    2. Presentation of the consultancy Work Plan (methodology to carry out all activities).
    3. Coordination with the consulting team for access to specialized information.
    4. Report on national and local climate planning instruments with the need to incorporate human mobility.
    5. Definition of actors involved with the Mainstreaming of human mobility in climate planning in El Salvador.

  • Delivery of a power point presentation with the results of the systematization and action plan.
  • In-person or virtual presentations of the systematization and action plan.
  • Training session on human mobility, environment and climate change for MARN personnel and/or other government institutions part of the Environmental Factors Axis of the Human Mobility Coordination Mechanism.
  • Deliver final consulting report (Annexes include templates, registration of participants, etc.)

Note: The products will be approved by the Technical Commission designated by the Creation of Alliances for Migration project.

Payment of fees will be made upon delivery and approval of specific products. To proceed with the payment, the consultant must deliver the indicated products within the established period of time (according to the provisions described above).

Performance indicators for evaluating results

  • Satisfactory completion of the tasks stated in this document.
  • Follow-up on the technical guidance provided.
  • Delivery of products with useful and relevant information.

1. Service approval and monitoring

  • The closest follow-up will be under the coordination of the Coordinating team of the Creation of Alliances for Migration Project based in El Salvador in conjunction with the MARN focal point.
  • The general monitoring will be carried out by the Technical Commission made up of the Coordinating team of the Creation of Alliances for Migration Project in conjunction with the MARN focal point.
  • IOM and MARN can hold conversations and reviews whenever it is considered necessary.
  • Prior to the approval of the final report, the consultant must socialize the Technical Commission, so that the main products are preliminarily presented in the latter, who will make in writing the recommendations that the consultant must include. in his final report.
  • The Technical Commission will monitor the work of the consultant, with whom it will maintain permanent communication, periodic meetings and to which the work reports will be sent. With your approval, the respective payments for the products presented will be made according to the conditions established in these TDR.
  • Once the products of each phase have been prepared and in order to validate them, work meetings will be held with the Technical Commission.

Payment will be made according to the effective delivery of the following products:

7. Education, Experience, and/or Skills Required

Academic requirements:

The consultant must meet the minimum qualifications defined in the following profiles:

  • Senior Expert: Graduate in Higher Education, preferably with a specialty in Social Sciences or Public Administration. Demonstrated experience in field information collection processes. Proven capacity for analysis and synthesis of information and development of mappings. Demonstrated experience in preparing governmental and non-governmental mapping. Proven ability to lead multidisciplinary teams in the formulation of mappings. Negotiation capacity to create consensus with the actors participating in the process.

Experience:

  • Minimum two to three years of experience in the development of protocols, institutional policies related to human rights, migration, human mobility, climate change, gender and implementation of participatory methodologies.
  • Proven experience in strategic and operational planning.
  • Experience in preparing baselines and managing indicator systems at the national level.
  • Professional experience of at least 2 to 3 years and acquired knowledge, verifiable and at the national level, in some of the following areas: a) Human Mobility, b) Human Rights, c) International Human Rights Law, d) Planning.
  • With knowledge and ability to integrate gender, generational, territorial and intercultural approaches into their work.
  • Have experience in the development of methodological/pedagogical tools and facilitation of workshops/group management.
  • Fluent command of the English language
  • Relationship with other people and institutions at a managerial, technical and community level;
  • Use of computer tools Microsoft Office package.
  • Strategic and analytical thinking.

8. Related trips

The consultant will be in charge of the logistical processes involved in the activities within the consultancy. In addition, the consultant must cover the expenses related to mobilization, food and accommodation outside of San Salvador as long as they are necessary.
