Consulting Firm for the Development of Guidebook on Local Climate Finance and Implementation Plan At Catholic Relief Services

The CRC project is looking for a consultant to develop a guidebook on Local Climate Finance and Implementation Plan, and pilot test the guidebook to two partner cities.

The vision for the Local Climate Finance and Implementation Plan (LCFIP) is to serve as an accompanying document to the Local Climate Change Action Plan (LCCAP), that will set out strategic priorities and milestones to implement LGUs’ identified priority climate actions by accessing and managing available climate finance in a concerted effort. The LCFIP identifies strategies to address key challenges and gaps on accessing and managing climate finance, as well as define short-, medium-, and long-term strategies to mobilize resources for financing climate actions. It aims to guide the LGU by creating a long-term strategy with short-term actions on mobilizing climate finance and implementing climate actions.

Purpose
The overall objective of the assignment is to develop a guidebook on Local Climate Finance and Implementation Plan. The guidebook will be pilot tested in two partner cities, and updated and refinements will be carried out based on the feedback received during the pilot testing phase. The entire process will follow a phased approach.

Phase 1 (April – September 2024): Develop a guidebook for a Local Climate Finance and Implementation Plan
a. Research and benchmark international best practices in traditional and innovative climate finance mobilization (including but not limited to green taxes, public-private partnership, green bonds, insurance, etc.) examining successful strategies implemented at the city level.
b. Evaluate existing local regulations and policies related to climate finance and resilience. Provide recommendations for enhancements or amendments to create an enabling environment for mobilizing climate finance at the city/LGU level.
c. Formulate cross-sectoral approaches to mobilize climate finance for local governments.
d. Conduct roundtable dialogues/workshops for the stakeholders to present and review, in coordination with CRC city coordinators and core team.
e. Develop a comprehensive guidebook on Local Climate Finance and Implementation Plan, outlining key components, processes, and milestones.

Phase 2 (October 2024-September 2025): Pilot test the Guidebook to two cities.
a. Define selection criteria and identify two pilot cities within the CRC Project
b. Stakeholder Mapping and Engagement
• In partnership with the city coordinators, identify and engage key LGU stakeholders, including but not limited to local government officials, financial institutions, private sector entities, and community representatives, to ensure a comprehensive understanding of the local context and garner support for the Local Climate Finance and Implementation Plan
•In partnership with the Climate Finance Technical Advisor, identify and engage relevant national stakeholders for guidance and direction
c. Analyze and identify priority sectors for adaptation and resilience investments. Conduct appraisal
of pilot cities’ asset, strengths, visions, and climate change risks
d. Conduct an in-depth analysis of the current financial ecosystem in the pilot city, identifying existing climate finance mechanisms, available funding sources and financial instruments.
• Building on the results of the 3CAF, and in coordination with the city coordinators, assessment the capacity of the pilot cities involved in climate finance management.
e. Provide recommendations on the climate finance instruments and modalities to support the 9
cities’ climate positive investments.
f. Document the process and update the Guidebook.
g. Facilitate learning sessions with national and local stakeholders.

CRS is seeking proposals from Contractors for CRC Project – Development of Guidebook on Local Climate Finance and Implementation Plan, as more specifically described in Section B (Specifications) and Section C (Scope of Work) of this RFP.

This RFP consists of the cover letter and the following:
