Consulting Forest, Environment and Human Rights Program At Norwegian Human Rights Fund

Objective: Carry out a baseline study, based on the results framework of the project “ Support for PICLs and civil society in Colombia ” of the Forest Program, Environment and Human Rights of the Norwegian Fund for Human Rights – FNDH. The data collected in the baseline must provide a benchmark against which it will be analyzed, It will monitor and evaluate progress towards achieving the results of the 36 projects currently supported by the FNDH. It should also provide a monitoring tool that facilitates the analysis of the processes carried out by the supported organizations, in order to establish what changes have occurred, its causes and impact.

Scope: The project results framework “ Support for PICLs and civil society in Colombia ” of the Forest, Environment and Human Rights Program of the Norwegian Fund for Human Rights – FNDH, It consists of 5 outcomes, 16 outputs and a total of 38 indicators. These are associated with the 4 thematic areas of the Forest, Environment and Human Rights Program of the Norwegian Fund for Human Rights – FNDH:

  • Contribution to the protection and restoration of the natural forest and to the reduction of deforestation and degradation of it.
  • Recognition and respect for ethnic, territorial and environmental rights.
  • Protection of organizations, communities and environmental defenders.
  • Improvement of livelihoods in terms of income, capacity, food security and environmental sustainability.

The 36 projects currently supported by the FNDH within the framework of this project are implemented in rural areas of the following departments: Amazonas ( 2 projects ), Antioquia ( 3 projects ), Bolívar ( 1 project ), Caquetá ( 4 projects ), Cauca ( 2 projects ), Cesar ( 1 project ), Chocó ( 3 projects ) 2 projects (, Nariño ( 1 project ), Putumayo ( 3 projects ), Quindío ( 1 project ), Santander ( 1 project ), Valle del Cauca ( 1 project ) 8 projects (.

Expected products:

Product 1: Systematization and analysis of the baseline information collected by the FNDH through its annual survey previously applied to supported organizations. This product will establish the needs for information verification in the field and in this way the organizations to visit and the data to collect will be prioritized, to consolidate the baseline. This product is expected to be a first approximation to baseline information according to the results framework.

Product 2: Work plan and schedule, detailing the phases and activities of the consultancy, together with the methodological design of carrying out the baseline study. It must contain at least the following:

a) Technical and methodological design: It includes the conceptual framework, scope and strategic approach for the elaboration of the baseline; proposal to collect information to verify the baseline data previously systematized and analyzed; definition of the sample or scope of the field work; description of collection instruments, systematization and data processing. b) Fieldwork planning for verification data collection: The field data collection work will be carried out in accordance with the prioritization of visits and interviews established based on product 1. The field verification data collection process will be agreed with the FNDH team and coordinated with the partner organizations. c) Processing and analysis of information:The processing must be carried out in a way that guarantees the quality and reliability of the information to be reported. Most of the data should be segmented into the following categories according to type of organization: women / feminists, Afro community, indigenous community, peasant community, non-governmental organization. d) Preparation of the Baseline Report: The report will be prepared based on the primary information previously collected by the FNDH through its annual survey; and verification through the methodology agreed with the consulting team. Product 3: Baseline study. This report will include the presentation of supporting information for the collected data, and conclusions of the field work that includes the methodology used, databases, interview matrices and visits made, systematization of interviews and the updated results framework, regarding the inclusion of the baseline. It must include a narrative document and a qualitative and quantitative database.

Product 4: Design of an infographic that collects, summarizes and presents the most relevant data from the baseline study.

Output 5: Follow-up tool that facilitates the analysis of the processes carried out by the supported organizations, in order to establish what changes have occurred, their causes and impact, in accordance with the results framework and compliance indicators of the FNDH Forest, Environment and Human Rights Program.

Consulting team profile (natural or legal person):

• Professionals in social, environmental or related sciences.

• Previous experience in the implementation of baseline studies for international cooperation projects and with a focus on achievements for results.

• Knowledge and experience of working with civil society organizations, indigenous populations and peasant communities.

• Experience in projects with themes associated with forest protection and restoration and deforestation reduction.

• Knowledge on topics associated with sustainable livelihoods and production systems.

• Knowledge of a human rights approach.

• Gender knowledge and gender equality.
