Terms of Reference (ToR)
Services for design and delivery of training programme for WASH practitioners in Ukraine
Background information/context
The aim of this initiative is to promote locally led learning and expertise sharing among WASH practitioners in Ukraine. It is a follow up activity to the Project Management for WASH practitioners online facilitated and in-person learning programmes, that were rolled out in Ukraine in 2023-2024 by Humanitarian Leadership Academy and Save the Children International. We aim to engage local organisations and humanitarian professionals into further cascading of knowledge and skills related successful planning and implementation on projects in the WASH sector.
Objectives of the programme
- Equip practitioners with skills required for effective proposal writing, project management and delivery in the humanitarian WASH sector.
- Equip participants with knowledge and skills to design and implement WASH projects in various modalities in the Ukrainian context.
- Equip participants with necessary knowledge, skills and attitude needed to deliver WASH activities in a complex environment with variety of stakeholders (e.g. business, state utility agencies, individuals, local communities) and build partnerships.
- Improve sectoral ability to provide diversified and tailored interventions in urban setting and conflict-related crisis.

Scope of work
The selected consultant/s will be responsible for the contextualization of the PM for WASH training package in close collaboration with HLA/SCI, as well as deliver workshop for representatives of the national CSOs. Topics may include, but are not limited to, the following:
- Project management cycle
- Needs assessment
- Planning, monitoring and evaluation in WASH
- Proposal writing and reporting
- Partnerships
- Regulatory framework for construction/WASH projects
- Exit and contingency strategies, etc.
Deliverables and timeline
- To identify the preferred format and date for the workshop and conduct training needs assessment (if needed) to better understand the gaps.
- Preparation of the training package and agenda that address specific needs of participants
- Deliver the workshop
- Develop training evaluation tools (feedback form etc.)
- Collect and analyze feedback, prepare a final report
Activity Est. # of days
- Development of workshop agenda and learning materials – February-March 2025
- Training delivery – March-April 2025
- Follow up reflection, including the submission of report – April 2025
Location and official travel involved
The provider can be based anywhere in Ukraine and be ready to travel to conduct workshops. All travel costs should be included into the proposal and will not be covered separately.
Qualifications and requirements
Prospective Consultant should meet the following criteria:
- Have an experience in working within non-profit sector in Ukraine;
- Good knowledge of humanitarian context and Ukrainian legislation;
- A proven experience in WASH project management or related field;
- Demonstrated experience in delivering training and capacity-building sessions to diverse audiences, including N/LGOs.
- Ability to facilitate a group process and provide psychological safety;
- Availability and willingness to travel, if necessary, to conduct training sessions;
Status updates/reporting
The updates and reports will be requested from consultant after each of the deliverables assigned.
Acceptance
The acceptance of deliverables will be marked based on the update/report received and upon the successful completion of each of the workshops.
Payment information
Payment will only be made upon receipt of a valid invoice. The Fees are inclusive of all costs and overheads. The payment shall be made upon completion of all deliverables.
Other important information
Applicants is requested to attach CVs and other documentation that will demonstrate a proof of compliance with the requirements for a consultant/s.
The proposal should include total price (lump sum) for the provision of the required services.
In case of selection, the expert undertakes to provide a full package of documents of FOP, including all registration documents, bank details and other documents necessary for the formation of a formal agreement.
