BACKGROUND
The Norwegian Refugee Council (NRC) is an international humanitarian organization, founded in 1946, it is the only Norwegian organization specialized in international work with refugees and displaced populations.
NRC began its work in Panama in 2011, carrying out activities aimed at promoting and protecting the rights of the displaced and refugee population, regardless of their age, gender, social condition, ethnic, religious or nationality.

OBJECTIVE OF THE CONSULTING
Hire legal consulting services for RSD in the NRC Panama office.

SCOPE OF THE CONSULTING
In close coordination with the Panama Office Coordinator, ICLA Team leader and the Support Coordinator, you must carry out the activities to achieve the objective and the products described below.

PRODUCTS
1. Preparation of Reconsideration Resources in the first and second instance of the refugee status application process in Panama.
2. Preparation of writings, requests, provision of additional reports, extensions, submission of
evidence and any other activity that is associated with the refugee status procedure
in Panama.
3. Legal assistance, information and guidance in the refugee status application process for
cases assigned by the ICLA Coordination or ICLA Team Leader, in the field or in the office
4. Preparation and delivery of a monthly report of the cases handled, described by age, gender,
nationality and legal status in the country.
5. Update of Country of Origin Information to document the writings
6. Monitoring of cases, making incidents before authorities due to limitation of the PNPI’s
access to rights or arbitrary detentions.
7. Home visits for interviews, case monitoring or any activity that is associated with the process of applying for refugee status in Panama.
8. Any other activity assigned directly by ICLA Coordination.

DURATION
 The contract will have a duration of 10 months
 From March 1, 2024 to December 31, 2024.

CONTRACTOR PROFILE
 Professional graduated in Law and Political Science with a minimum of four (2) years of experience.
 Accredit experience of working with International Organizations and International Cooperation Agencies
.
 Knowledge of national legislation on the determination of refugee status in
Panama. As well as in matters of international agreements signed with Panama.
 knowledge and proven experience in the preparation of writings, reports and activities associated with the determination of refugee status in Panama.

The parties accept these Terms of Reference expressed here, and in witness thereof we sign this document, in two copies of the same tenor and value, in the city of Panama on the respective start date.
