Overview of position:

  • In late 2019 parts of Somalia experienced some of the worst flooding in the countrys recent history resulting in several deaths & significant damage to infrastructure, crops, property & livestock. Further to this flood event, a joint assessment was undertaken by the World Bank (WB) & the Federal Govt. of Somalia (FGS) to assess the losses & damage caused by the floods & to develop a strategy for immediate recovery & longer term resilience building. As a result, the Somalia Crisis Recovery Project (SCRP) was formulated & financed by WB to the Federal Ministry of Finance (MoF). The project is aimed at supporting the recovery of livelihoods & infrastructure in flood, drought affected areas & strengthening the capacity for disaster preparedness nationwide. The recovery interventions will focus on 3 flood affected States (Hirshabelle, South West State & Jubaland), while the longer term interventions will focus on a broader national coverage, enabling govt. capacity strengthening in disaster risk management. The Project Implementation Unit (PIU) established within the MoF is managing the project implementation with our client is providing technical support to the PIU in managing the project implementation activities. The Contract Management Specialist will be responsible for the development of contract management systems, tools for the SCRP & to guide the PIU for their effective implementation.

Role objectives:

  • Develop appropriate contract management tools, guidelines & manuals for implementation across SCRP ensuring compliance with contractual provisions & guide the PIU for their effective implementation.
  • Provide technical support & advice to the PIU in contract management & administration as per the WB requirements & in accordance with public procurement regulations.
  • Guide & support PIU to monitor risks, anticipate changes, settle issues & manage all contracts in the most efficient way & recommend necessary amendments to the contracts if applicable.
  • Advise & assist PIU to manage disputes & claims attempting amicable resolution whenever possible, before proceeding to alternative dispute resolution mechanisms.
  • Guide PIU to develop contract monitoring plans in order to manage the contracts executions & provide technical assistance to the PIU in the operationalization of the monitoring plans.
  • Develop contractors & Implementing Partners (IPs) performance assessment tools, reporting templates & guide the PIU for effective implementation of the IPs & contractors performance management.
  • Upon PIU’s request advise PIU on contract management isues such as contractor / IP performance managements, contracts amendments, payments, terminations etc.

Project reporting:

  • This role reports to the Project Manager.

Key competencies:

  • Minimum of a Bachelor’s Degree in Business Administration, Commerce, Management, Engineering, Law or a related area.
  • At least 7 years of post qualification work experience including in areas of procurement, contract management or other areas related to the position requirements.
  • The procurement / contract management experience based on the WB procedures will be an added advantage.
  • Work experience in Somalia or other countries in a similar context will be an added advantage.
  • Fluency in English, both written & verbal, is required.

Team management:

  • This role has no team management responsibility.
