Overview:
IBTCI is currently seeking a Contracts and Procurement Associate to provide administrative and technical support for its Contracts, Cost & Pricing department. This position begins immediately.
Responsibilities
Essential Duties/Tasks and Responsibilities:
- Assist the Senior Manager with the procurement and subcontracting of commodities and services from cradle to grave in accordance with IBTCI’s internal policies and applicable client regulations.
- Prepare solicitations, cost/price estimate, negotiation memorandums, justifications, special contract provisions, representations/certifications and correspondence, purchase orders, tasks/delivery orders, purchase order modifications and conduct cost/price analysis as instructed by the supervisor.
- Participate in the administration of T&M, Fixed Price, and Cost Reimbursable type subcontract agreements consistent with government client requirements in accordance with IBTCI internal policies, as well as applicable FAR and AIDAR.
- Assist the Senior Manager and Senior Director in drafting new and existing tools, templates and guidance.
- Help and support the development of cost and price proposals in collaboration with the Senior Pricing Manager.
- Review and help the Senior Contracts Manager with managing the Contractor Performance Assessment Reporting System (CPARS).
- Maintain and update contract and procurement electronic
- Maintain logs for tracking contract actions, both electronic and hard-copy in accordance with IBTCI internal policies and
- Other duties as assigned.
Qualifications
Minimum Requirements:
- At least 2 year of work experience, preferably with international development contracts and procurement.
- Demonstrated ability to meet with technical staff to elicit their requirements to develop related acquisition documents.
- Attention to detail with the ability to multi-task in a fast paced environment with tight deadlines.
- Excellent communication skills.
- Excellent writing and editing skills required.
- Full proficiency with Microsoft Office, particularly Word and Excel.
Education: Bachelor’s degree in business administration, management or other relevant field required or equivalent combination of experience and education.
Preferred Knowledge, Skills and Abilities:
- Experience working in an integrated team environment; able to operate independently as well as part of a team.
- Self-starter and well organized.
- Exceptional interpersonal skills.
- Previous experience with USAID or other donor funded contract work desirable.
- Working knowledge of FAR regulations
Working Environment: Work is typically performed in an office environment.
