Contracts and Procurement Specialist – Clean Cities, Blue Ocean (CCBO) – Manila, Philippines

The USAID-funded Clean Cities Blue Ocean project in Asia, implemented by Tetra Tech International Development is currently accepting expressions of interest for a Contracts and Procurement Specialist.

Position Description/Summary: The CCBO activity is a five-year initiative of USAID which will serve as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

The role of the Contracts and Procurement Specialist is to oversee the management of a transparent, effective, and efficient procurement process for all material resources and professional services in support of project operations. He/she will award, administer, and close-out contracts to support CCBO Philippine Program and may procure complex studies; technical and professional services; professional training services; specialized equipment; or Information and Technology (IT) supplies/services.

Qualifications:

* University degree in business administration, or similar field (relevant experience and another university degree may substitute for the degrees mentioned).

* Minimum of 5 years experience in an equivalent position. Experience working on a donor-funded project with similar procurement rules to USAID is preferred.

* Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

* Excellent Language proficiency in spoken and written English and Tagalog.

* Must be willing to travel throughout Philippines as needed to conduct site visits conduct other CCBO business. Must also have the ability to work effectively in a fast-paced,

sometimes stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours. Tactfulness, enthusiasm, people skills, integrity, and ability to work under pressure
